The request meets the exemption requirements of the St. Croix County Zoning Ordinance, subchapter VIII Wireless Communication Service and Other Transmission Facilities. Therefore, you may proceed with the co-location as submitted without additional permitting from the County. You must contact Dwight Farnham, Deputy Zoning Administrator for the Town of St. Joseph, at 715-549-5203 to inquire if a local building permit is required for the project. The land use permit fee will be refunded as this co-location request meets the exemption criteria. The refund will be mailed to you in the next couple of weeks. I have reviewed your request for compliance with the St. Croix County Tower Ordinance NO. 440. According to the information submitted on November 17, 2000, Verizon Wireless proposes to collocate antennas on an existing tower owned by LeVake Tower Company in the town of St. Joseph, St. Croix County (Houlton site). Verizon plans to locate twelve 8-foot panel antennas on the existing 195-foot tower at the 135-foot level and a 12-foot by 20-foot equipment building at the base of the tower. The PiRod report dated November 14, 2000, recommended tower modifications to include horizontal bracing angles at the 115-foot, 135-foot and 155-foot levels to allow for the added antennas. Also included in your packet were the following: • Site plan and design specifications by Robert Davis, P.E., Design 1 of Edina, Ltd. • Non-interference letter dated October 27, 2000, from Calvin Fogelman, RF engineer • Structural Analysis Report from PiRod, Inc. dated November 14, 2000, from Dennis Abel, P.E. • Lease acknowledgement and described area. • Letter from the FAA dated February 7, 1995. Please accept this correspondence as confirmation that this request is administratively approved as per 17.85(1)(a) 1 and will not require further review by the St. Croix County Board of Adjustment. Please contact Dwight Farnham, St. Joseph Deputy Zoning Administrator, to obtain a building permit for the utility structure. Any change to the approved plan must be resubmitted and approved by the St. Croix County Zoning Office.
