BOARD OF ADJUSTMENT DECISION
Request of Dairyland Power Cooperative )

The St. Croix County Board of Adjustment conducted a public hearing
on October 26, 1979, to consider the request of Dairyland Power
Cooperative for a power transmission substation.
The St. Croix County Board of Adjustment inspected the site.
After the on-site inspection, the St. Croix County Board of
Adjustment entered an Executive Session to discuss the request.
Upon returning to open session, the following decision was
rendered:
Motion by Supervisor Afdahl to app,-fove the request for a power
transmission substation, seconded by Supervisor George, motion carried.
Vote to approve:
Afdahl, yes
George, yes

BOARD OF ADJUSTMENT HEARING October 26, 1979

Meeting called to order on October 26, 1979, at 10:00 a.m. Present
were: Supvs. George, Afdahl and Pierson.
Minutqs of the September meeting accepted as read.
Hearing called to order at 10:15 a.m. Zoning Administrator read
Notice as published in the County newspaper.
1. Dairyland Power Co-op request to construct a sub-station in the
SEk of the SE. of Section 8, T31N-R16W, Town of Cylon.
Mr. Jake Castle presented the request for Dairyland Power explaining
the reason for the substation.
Questions by membe zs of the Board._,
Chairman Pierson informed Dairyland Power that the Zoning Administrator
would notify them of the decision after inspecting the property.
2. Mr. Thomas Kanten requested a private airstrip located in the Nk
of the NWk of Section 5, T29N-Rl6W, Town of Baldwin.
Mr. Kanten presented his request to the Board stating his reasons for
the airstrip. Mr. Thom Irlbeck spoke in favor of the request.
Questions by Members of the Board. Chairman Pierson informed Mr. Kanten
that the Zoning Administrator would inform him of their decision after inspection
of the property.
3. Mr. Sherman Demulling presented his request to construct a deck
8' x 13', 43 feet from the edge of Cedar Lake. Mr. Demulling presented his
request to the Board explaining his reasons for the deck.
Zoning Administrator read letter from DNR having no objections.
Questions by Board Members. Chairman Pierson informed Mr. Demulling
that the Zoning Administrator would inform him of thier decision after
inspection of the property.
4. Mr. Dale Nelson, SWw of NWk of Section 36, T28N-Rl9W, Town of Troy.
request for rip-rap along the Kinnickinnic River within the extraterritorial
area of River Falls. Mr. Robert Curtis, Stevens Engineering presented the
request of Mr. Nelson.
Zoning Administrator read correspondence from DNR who has no objections.
Miss Aloha Hovde, River Falls, property owner was not notified. She
stated that there will be litigation on this property. She objects to the
rip-rapping along the Kinnickinnic River.
5. Mr. Morris Constantineau, Town of Star Prairie,-presented his
request to construct a driveway that would be less than 500 feet separation
from an adjoining driveway on STH 64. This hearing was-one held over as the
State Highway Department was to be at this meeting. Mr. Bruce Eastenson,
Dept. of Transportation, expained that the highway dept. would not grant
an additional diiveway on a parcel that already has access.
6. Mr. Robert Volkert, NE, of NE-,- of Section 24, T31N-R18W, Town of
Star Prairie,.requested to construct a driveway that would not meet the 500
foot separation on STH 65. Mr. Vokert presented his request.
Mr. Bruce Eastenson from the State Highway Department presented their
reasons for not wanting an additional driveway.
Questions by Board Members. Chairman Pierson informed Mr. Volkert that
the Zoning Administrator would notify him of their decision after inspection
of the property.
Hearings recessed for inspection of properties in question. Board
entered an executive session for discussion and returned to open session for
decisions,

request for a substation. Seconded by Supv. George, motion carried.
Vote to approve: Afdahl yes, George yes.

2. Th6mas Kanten. Motion by Supv. George to approve the request for
a personal airstrip. Seconded by Supv. Afdahl, motion carried.
-Vote to approve: Afdahl yes, George yes.
3. Sherman Demulling. Motion by Afdahl to approve the construction of
a deck that would be 45 feet from Cedar Lake. Seconded by Supv. George, motion
carried. Vote to approve: Afdahl yes, George yes.
4. Dale Nelson. Motion by Supv. George to apporve the request to
rip-rap a portion of the Kinnickinnic River with the apporval and supervision
of the Department of Natural Resources. Seconded by Supv. Adfdahl, motion
carried. Vote to approve: Afdahl yes, George yes.
5. Morris Constantineau. Motion by Supervisor Afdahl to deny the
request of Mr. Constantineau to construct a driveway onto STH 64. Seconded
by Supv. George, motion carried. Vote to deny.: Afdahl yes, George yes.
6 Robert V ert. Motion by Supv. George to approve the request to
construct a driveway 130 feet south of the present driveway on condition that
the present driveway be removed and permits are acquired from the State
Highway Department. Seconded by Supv. Afdahl, motion carried. Vote to approve:
-Afdahl yes, George yes.
Motion by Supv. George to postpone the request of Mike Early to construct
a.deck on his cottage indefinitely as Mr. Early or his attorney did not attend
.the hearing. Seconded by Supv. Afdahl, motion carried.
Next scheduled hearing is'November 27, 1979, at 10:00 a.m.
Motion by Supv. Afdahl to adjourn, motion carried. Meeting adjourned
at 3:45 p.m.
