The caller discussed the possibility of establishing a vineyard on the -20 acres and eventually construction of a chateau as well as a house. I gave him information regarding allowable activities in the Ag Residential District, limitations on the number of dwellings/parcel, possible scenarios for handling wastewater treatment, etc. I encouraged him to make an appointment with our land division specialist, Alex Blackburn, before getting too far into the planning process in case the parcel would eventually be split to allow two separate dwellings. After we finished the phone conversation, I researched the parcels and found that there are some existing restrictions to development that would need to be addressed before any sanitary, land use, or building permits can be issued. First, the 19.98-acre parcel designated as "Outlot 1" on the Certified Survey Map (CSM) includes a note that "no building permitted without town a,;> and county approval". No soil evaluation report was completed to provide a tested area for a Private On-site Wastewater Treatment System (POWTS), so no buildings can be constructed on the parcel until its status is changed and a soil and site evaluation report is submitted to the zoning department. Second, lots 1 and 2 of CSM 17/4497 (now CSM 20/5056) were originally approved in 2003, but soil reports included in the file are not valid for use to obtain a sanitary permit.
