The St. Croix County Board of Adjustment conducted a public hearing on
October 23, 1984 to consider the request of Greg Riley for a special exception
use, Article 8.4 B(4)(b), Setback from Town Road, ST. CROIX COUNTY ZONING ORDINANCE.
The St. Croix County Board of Adjustment conducted an on-site inspection
of the site in question.
After inspection, the St. Croix County Board of Adjustment entered an
Executive Session to discuss the request.
After returning to open session, the following decision was rendered:
Motion by Supervisor Meinke to approve the 80 foot setback from a Town Road
as setting it back 133 feet would interfere with the dry run on the property
and does not cause a traffic hazard. Seconded by Supervisor Kelly.
Motion carried. Vote to approve:
Meinke, yes;
Kelly, yes;
Stephens, yes.
All variances approved must be acted on or constructed within one (1) year
from date of approval or they shall be null and void.

BOARD OF ADJUSTMENT MEETING AND HEARINGS
October 23, 1984
Meeting called to order by Chairman Stephens at 9:00 a.m. in the County Board Room,
Courthouse, Hudson. All members present. Minutes of the September hearings approved
as written
Mr. Steven Weekes talked to the Board about the denial of his driveway separation
request, explaining the reasons for his request to have a private drive rather than
a joint driveway. Board will reinspect the property for reconsideration.
Hearing called to order at 10:00 a.m. by Chairman Stephens.
Zoning Administrator read notice of hearing as published in the county and local
newspapers.

Mike Sime presented his request to have a setback from the bluffline of 40 feet.
The house would be 25 feet from the basement floor to the peak of the roof.
He also requested to construct a lift on his property.
Carolyn Johnson has no objections to the request.
Zoning
Administrator read letters from MN-WI Boundary
Area Commission and DNR.
Mr. Sime rebutted the statement of Mr. Steve Johnson.
Mr. T. E. Janssen and Attorney Robert Mudge presented Mr. Janssen's request to con-
struct a fence and garden shed that would not meet the 100 foot setback from the
bluffline, explaining the reason for the request.
Carolyn Johnson has no objections to the fence and building.
Zoning Administrator read letters from MN-WI Boundary Area Commission and DNR, ob-
jecting to approval of the area.
Mrs. Carolyn Johnson rebutted the letters from DNR.
Attorney Mudge objected to the letters from DNR and MN-WI-Boundary Area Commission.

Mr. Greg Riley presented his request to construct a pole type building that would
be 90 feet from the centerline of a Town Road. Building is already constructed.
Ms. Cheryl Hoesely presented the request of Roger Grunn to construct a driveway
that would be 44 feet from an adjoining driveway. This will be a joint driveway
for Grunn and Gunderson.
The Town of Stanton has no objections
Mr. Donald Sutliff presented his request to construct a deck that would be approx-
imately 30 feet from the water and rebuild a shed that was destroyed, which would
be.30 feet from the Water.
Mr. Gerald Garrity presented his request to rip-rap the shore of Bass Lake and move
the house back approximately 45 feet from the water. He may need a holding tank
for the house. Mr. Garrity would like to fill approximately 4 feet.
Mr. John Bockman presented his request to construct a pole type building that would
be 84 feet from the centerline of a Town Road.
Questions by members of the Board.
Hearing recessed for inspection of the properties in question.
Board returned to open session to render the following decisions:
1. Steven Weekes: Upon inspection of the property, a motion was made by
Supervisor Meinke that the decision of September 25, 1984 stands. Seconded by Super-
visor Kelly. Motion carried. Vote to deny: Kelly, yes; Stephens, yes; Meinke, yes.
2. Michael Sime: Motion by Supervisor Meinke that the decision of May 22,
1984 with a 60 foot setback stand. Seconded by Supervisor Stephens. Motion carried.
Vote to deny: Meinke, yes; Kelly, yes; Stephens, yes.
Motion by Supervisor Kelly to grant approval of a lift for Michhel Sims. Lift to
be constructed to DNR specifications and inspected by the Zoning Administrator upon
completion. Seconded by Supervisor Meinke. Motion carried. Vote to approve:
Stephens, yes; Meinke, yes; Kelly, yes.
3. T. E. Janssen: Motion by Supervisor Stephens to deny this request as other
sites are available on the property. Present structure shall be removed by Novem-
ber 15, 1984. Seconded by Supervisor Kelly. Motion carried. Vote to deny:
Kelly, yes; Stephens, yes; Meinke, yes.
4. Greg Riley: Motion by Supervisor Meinke to approve the 80 foot setback
from a Town Road as setting it back 133 feet would interfere with the dry run on
the property and does not cause a traffic hazard. Seconded by Supervisor Kelly.
Motion carried. Vote to approve: Meinke, yes; Kelly, yes; Stephens, yes.
5. Grunn & Gunderson: Motion by Supervisor Stephens to approve the joint
driveway. The driveway will have to be constructed in accordance with County High-
way standards and approval. The driveway shall be installed at the same level as the
road. Seconded by Supervisor Meinke. Motion carried. Vote to approve: Stephens,
yes; Meinke, yes; Kelly, yes.
6. Donald Sutliff: Motion by Supervisor Kelly to approve the request for a deck
and storage building as it will not add any further encroachment to the lake.
Seconded by Supervisor Stephens. Motion carried. Vote to approve: Stephens, yes;
Kelly, yes; Meinke, yes.
7. Gerald Garrity: Motion by Supervisor Stephens to deny all requests as the
lot does not provide adequate area for present and future sanitary facilities and
driveway access in the event Bass Lake continues to rise. Seconded by Supervisor
Meinke. Motion carried. Vote to deny: Kelly, yes; Stephens, yes; Meinke, yes.
8. John Bockman: Motion by Supervisor Meinke to approve the request of John
Bockman to construct a pole building 84 feet from the centerline of a Town Road as
the terrain dictates the location of the building and it will not cause a traffic
hazard. Seconded by Supervisor Stephens. Motion carried. Vote to approve:
Meinke, yes; Kelly, yes; Stehpens, yes.

The next scheduled Board of Adjustment Hearing and Meeting is November 27, 1984
at 9:00 a.m.
Motion by Supervisor Meinke to adjourn. Seconded by Supervisor Kelly. Motion
carried.
Meeting and hearings adjourned at 3:00 p.m.
