Collaborating Council
BACKGROUND INFORMATION
This resolution will authorize the establishment of a Community Justice Collaborating Council.
The purpose of the Community Justice Collaborating Council is to provide coordinated
leadership necessary to establish and foster innovative, effective corrections programs for adult
and juvenile offenders and to effectively qualify for state and federal grants to fund such
programs. The County's Strategic Plan includes a component of public safety. The principle
mission of the St. Croix County Community Justice Collaborating Council would be to enhance
public safety in St. Croix County through community collaboration by ensuring offender
accountability, providing effective rehabilitation programs and supporting the rights and needs of
the victims.

RESOLUTION ESTABLISHING A ST. CROIX COUNTY
_ COMMUNITY JUSTICE COLLABORATING COUNCIL
1 WHEREAS, in order to provide a coordinated leadership necessary to establish and
2 foster innovative, effective corrections programs for adult and juvenile offenders and to
3 effectively qualify for state and federal grants to fund such programs, a St. Croix County
4 Community Justice Collaborating Council should be established; and
5
6 WHEREAS, the principal mission of the St. Croix County Community Justice Collaborating
7 Council would be to enhance public safety in St. Croix County through community collaboration
8 by ensuring offender accountability, providing effective rehabilitation programs and supporting
9 the rights and needs of victims; and
10
11 WHEREAS, the initial membership of the St. Croix County Community Justice
12 Collaborating Council would consist of: presiding judge for St. Croix County, county
13 administrator, county board chair, sheriff, a municipal chief of police, district attorney, clerk of
14 circuit court, state public defender, department of health and human services director, one
15 member of the Public Protection Committee; and
16
17 WHEREAS, the St. Croix County Community Justice Collaborating Council would have
18 authority to appoint committees, subcommittees and ad hoc committees; and
19
20 WHEREAS, the St. Croix County Community Justice Collaborating Council would have
21 such other authority as granted by its by-laws; and
22
23 WHEREAS, the St. Croix County Community Justice Collaborating Council shall report
24 back to the Public Protection Committee.

26 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that it hereby
27 establishes the St. Croix County Community Justice Collaborating Council with the mission and
28 initial membership as described above.
