LAND USE REGULATIONS
CHAPTER 18 - SUBDIVISIONS

St. Croix County, Wisconsin
WHEREAS, Chapter 18, secs. 18.17(C), 18.21(C) and 18.22 of the St. Croix
County Zoning Code outlines the subdivision fees for land use regulations; and
WHEREAS, the County is authorized to enact zoning regulations to regulate and
control subdivision development within St. Croix County in order to promote the public
health, safety, general welfare and aesthetics of St. Croix County citizens. This Chapter
is adopted under the authority granted by Chapters 236 and 144, and secs.59.97 and
87.30, Wisconsin Statutes; and
WHEREAS, the Planning, Zoning and Parks Committee held a public hearing on
February 23, 1999 to consider amending the County regulation regarding an increase
in fees for subdivisions. The Planning, Zoning and Parks Committee has the authority
to recommend fee increases where they deem necessary.
THEREFORE, the Planning, Zoning and Parks Committee having considered all
testimony presented at the hearing, recommend the County Board of Supervisors
approve an amendment to the St. Croix County Zoning code to increase subdivision fees
as follows:
Section 18.17(C) Required land dedications or payments in lieu of dedications for
major and minor subdivisions
The Committee shall require payment by the subdivider of $250 per
residential lot. Of these fees, $200 will be designated to an account for the
town and $50 will be designated to an account for the county. The town
shall use its account for park or open space land acquisition, improvements
or equipment to serve the reasonably expected recreational needs arising
from subdivision development. The county shall use its account for
improvements to county parks, open space land acquisition, or equipment
to serve any reasonably expected recreational needs. The Committee shall
credit the subdivider who has dedicated land under paragraph (B) for the
value of such dedicated land. The value shall be determined as of the
date of the dedication. The Committee shall direct usage of these
payments. In all cases, the usage of the payments for the town shall have
approval of the town board where the subdivision is located and the town
board where the payments are proposed to be used. In the cases of
payments for county parks, the Committee shall give approval of all
payments. The county shall deposit the funds in a segregated account and
shall keep a record of payments for each town and subdivision and county
park.
Section 18.21(C)
The Committee shall hold a public hearing on a request for a variance. A Class
2 notice shall be published for the hearing. Additionally, notice shall be mailed
to the town(s) in which the proposed subdivision is located, any municipality with
extraterritorial subdivision approval jurisdiction, and adjacent land owners. The
County Zoning Director shall be responsible for providing all notices. The
subdivider shall pay a fee of $400 before the hearing is scheduled.

(B) Minor Subdivisions.
5. The subdivider shall pay all fees as hereinafter required and at the
times specified before being entitled to review or to recording of a
certified survey map:
a. Application fee paid at submittal: $200;
b. County Surveyor review fee paid at submittal: $50 per lot or
outlot;
c. Escrow payment for park purposes paid before County
Zoning Director executes approval: $250 per vacant
buildable lot ($200 Town/ $50 County);
d. Subdivision reinspection fee paid before reinspection: $100;
e. Erosion control inspection fee (if erosion controls are
required): $100;
f. Variance Application: $400;
g. Road inspection fee (if 3 or more Tots are created on a new
road) paid before inspection: $250;
h. Re- submittal fee paid at resubmittal: $200;
