'a !� y WHEREAS, the Statutes of the State of Wisconsin provide for a Planning and Development Committee to act in all matters pertaining to county planning and zoning; and WHEREAS, the St. Croix County Board has established the St. Croix County Planning, Zoning and Parks Committee; and WHEREAS, at the request of the County Board this Committee is to review petitions, hold public hearings, and present its recommendations for rezoning requests to the County Board for action; and WHEREAS, the St. Croix County Planning, Zoning and Parks Committee held a public hearing on the rezoning request of GAYLEN SCHILLING on August 18, 1999 in the St. Croix County Government Center, Hudson, Wisconsin and a decision in this matter was postponed until the St. Croix County Planning, Zoning and Parks Committee Meeting held on August 24, 1999 in the Government Center in Hudson, Wisconsin; and WHEREAS, the St. Croix County Planning, Zoning and Parks Committee having considered all written information and verbal testimony presented at the hearing, and finding that the request meets the requirements of Wis. Statute 91.77, voted to approve a rezoning of the following described land: A parcel of land located in the N %Y of the SW % of Section 9, T3ON -R19W, Town of Somerset, St. Croix County, Wisconsin. Parcel contains 80 acres of land. From Agriculture to Ag /Residential. THEREFORE, BE IT NOW ORDAINED by the St. Croix County Board of Supervisors, meeting in regular session, that the parcel is now rezoned from Agriculture to Ag.- Residential. CROIX COUNTY BOARD OF SUPERVISORS MEETING OF SEPTEMBER 21, 1999 SUBJECT: Report of the Planning, Zoning and Parks Committee decision recommending denial of the Barbara Weber rezoning request to rezone land from Agriculture to Ag /Residential. BACKGROUND: Barbara Weber requested that 120 acres be rezoned from Agriculture to Ag /Residential in the Town of Troy. The request is made so that this property may be developed in the future for homes. There was concern by the Town that this property is located east of County Road F, and according to the Town plan, that land is generally intended to be kept as exclusive ag. There were also concerns about the amount of traffic that is already on County Road F. A large subdivision would add to the traffic and safety concerns that are already there. If this property were rezoned, it would not meet the Growth Management Plan for the Town of Troy. The Town of Troy Planning Committee and Town Board have both denied this application. LOCATION: The property is located in Section 19, in the Town of Troy FINDINGS: The Committee considered all written information, verbal presentations and conducted a site visit. After careful consideration, the committee found: 1. The proposed rezonement request does not meet the current Town of Troy Growth Management Plan. 2. The Troy Town Board and Planning Committee recommended denial of this rezonement request. DECISION: The committee disapproved the proposed amendment. REQUIRED BOARD ACTION: 1. Accept the report of the Committee, or 2. The Board may refuse to deny the petition as recommended by the Committee. In such event, the Board shall refer the petition to the Committee with instructions to draft an ordinance effectuating the petition and report the ordinance back to the County Board, which may then adopt or reject the proposed ordinance.
