The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Note: Up slope A horizon is 9 inches thick and down slope of garden is 14 inches thick. Garden area appears a few inches lower than surrounding grade. I don't see this as problem in design, installation or operation. If a mound system is designed to overcome limitations of a high level of seasonal soil .saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ft2. The additional basal area will partially compensate for the gentle land slope ~ n9 prevent wastewater leakage at the mound toe. Code, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the highest level of soil saturation when redoximorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is 6 inches below grade. At least 30 inches of sand lift on top of 6 inches of unsaturated, in-situ soil is required for adequate treatment and dispersal. 3. The basal soil application rate for the mound shall be <_ 0.205 gpd/sf, and the linear loading rate <_ 4.5 gpd/ft. 4. Chisel plowing to a depth of>_ 12 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. 5. Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. b. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. If the Interpretive Determination Report was accompanied with a plan and an expiration date is shown on this letter, the expiration date only applies to the plans for the design, not to the decision on the Interpretive Determination Report. Photos 1 Purpose This report is intended to interpret redoximorphic features based on an examination of the soils, topography, and hydrology of the tested area with a goal of estimating the true highest saturated elevation of the soils. Introduction Soil tests and evaluations were preformed on Apri120, and Apri126, 2006 to determine a replacement system for property located at 3006 210' Ave. for Robert and Ruth Hard for the pending sale of their home. The existing drain field is currently surface discharging to the ditch at the Southwest corner of their 2 acre parcel. Statement of Information Local Hydrolo~y The tested site in question is distanced from standing surface waters. The general area around the tested site does not funnel non-point drainage towards the site. Surface water/precipitation drains away from the tested area due to slope. There is a berm to the Northwest down slope from the general area to divert surrounding field water away from the yard. It crosses under the road through a culvert. Surface water drains out of the tested area towards the road ditch approximately 260 feet away. The area tested is not in a floodplain. Historical Interpretation of Local Geomorpholo~y The soil evaluations for this site also indicate that it has not been disturbed much deeper than the A horizon. The tested site and general area is grassy yard and garden area. The garden has supported rhubarb plants and other small vegetables over the past 33 years, which indicate good soil drainage. See attachment v. The home is to the southwest of the tested area and is a homestead property. The original schoolhouse was replaced with the current house in the early 1940's. There is a full basement under the house. The current well was drilled in 1941. Soil Disturbances and Hydraulic Modifications There are no indications of drainage tile. There are deep drainage ditches along both roads which run West and South of the property. There is a newer culvert installed under County Road P, to the Northwest of the property which is maintained by the County Hwy Dept. Also the afore mentioned berm defers water runoff from the neighboring field away 2 r from the property. The ditch and culvert on the intersection of 210th Ave and County Road P to the Southwest of the property is also maintained by the County Hwy Dept. Landscape and Topo rg aphy The tested area and general area are composed of average slopes of 3 - 6 percent, flowing west from the evaluated site toward the ditch. Contour lines were traced in the local area around the site indicating that site drains toward the road ditch and the tributary of Bolen Creek across the road to the Southwest of the property. The ditch along the road on the Southwest of the property is 11+ feet lower than the tested area. The culvert along the road on the Northwest side of the property is 5+ feet lower than the tested area. Below the site is down slope 4% grade toward the ditch and Southwest property line. No small localized differences in relief, including mounds, swales, or hollows exist at or anywhere near the evaluated area. See maps in the attachment section of this report for local topography and general topography around the tested area. Soil Series According to the USDA Soil Conservation Service Soil Survey of St. Croix County, the area in question is mapped as a Santiago silt loam B type soil. Santiago Series consists of gently sloping to steep, well drained soils on ridges and foot slopes of ground moraines or on pitted glacial drift. These soils formed in silty and loamy sediment and in the underlying sandy loam till. Native vegetation was mainly white pine, red oak, and sugar maple. In a representative profile the surface layer is about 7" of dark grayish brown silt loam. The subsurface layer is brown silt loam about 10" thick. The subsoil is about 17" thick. It is dark brown, very friable silt loam in the upper part; reddish brown friable loam in the middle part; and yellowish red friable, heavy sandy loam in the lower part. The substratum to a depth of about 60" is yellowish red, friable sandy loam. 0-7" 10YR4/2 sil 7-11" 10YR5/3 sil 11-17" 10YR5/3 sil 17-20" 7.SYR4/4 sil 20-24" SYR4/4 1 24-30" SYR4/4 1 30-34" SYR4/6 sl 34-60" Sy/r4/6 sl massive The author of this report believes this site to be typical of the Santiago series with some variations to color and horizon thickness, with a little more clay content in the lower horizons. 3 r Previous Soil Inspection Reports /Evaluations /Soil Saturation Determinations As of the date of this report, there are no previous interpretive determination reports on record for this site. See the soil evaluation by CST Thomas Gustum dated 4/20/06 in the attachment section. Additional Information Vegetation The vegetative growth in the tested area is grass and a private garden area with a well developed patch of rhubarb. There are also typical plants common to homes in the area, such as lilacs, pine and crab apple trees. Just to the Southwest of the tested area is a mature. maple tree, cedar, and white pine trees. To the North is a stand of white pines. Soils Around Tested Area Borings taken around the tested area are as mapped in the Soil Survey of St. Croix County. The results were typical of the soils described by CST Tom Gustum. These soils appear to have an A horizon of approximately 4-12 inches with the next horizon 4-7 inches thick of silt loam. Analysis and Interpretation Based on topography, the tested site shows little indication that surface water would remain on or near the site. Some surface water from the area would be absorbed with the remainder draining to the ditch and Bolen Creek. Considering that the tested area is above the elevation of the road and creek, localized flooding would be forced over the road from the ditch and into Bolen Creek before water would back up to the tested area. Observations were made of the surrounding area. The trees did not have exposed root cones. The types of trees in the area (lilacs, cedar, maple and pine) are not normally found in excessively wet soils but will grow in moderately drained soils as this. The soils do appear to absorb water based on observations and evaluations. The underlying soil profile does have a moderate to strong subangular blocky structure sufficient to allow moderate vertical movement of water although the lower horizons become more stubborn due to increased silt/clay content. 4 Conclusion Based on the observations stated and interpreted above, the author would like to recommend that the highest saturated elevation lies at 6" below the ground surface. This is based on the redox colors being at least 6" below ground surface on the soil evaluation report. This is also consistent with the Santiago type soil series which indicate no redox colors in the A horizon of 0-7". All other observations indicate proper drainage and moderate absorption in the tested area to at least the first 6" of depth. After considering the facts throughout this report the author would like to make the following recommendations to provide a suitable absorption component on this site. 1) Propose a mound type P.O.W.T.S. absorption component • With a maximum 4.Sga1/lineal foot loading rate • Using 30" (D dimension) depth of fill material above in-situ soil • With a loading rate of .2 gal/ft2/day using Eff. #2 • Berm w/drainage ditch upslope from mound to divert surface water 2) The author highly recommends (but does not require) the use of an aerobic treatment system in conjunction with this absorption component. Soil Conditions for Rhubarb 6.2 -Soil Rhubarb tolerates most soils but grows best on fertile, w~cllin that are high in organic matter. A clean planting site is essential for the cultivation of rhubarb since no herbicides are registered for use on rhubarb. Small areas of perennial weeds can quickly build up to serious proportions. To prevent this, all perennial weeds should be killed the year before planting. The fields should be cultivated in the spring and after cutting, and hand hoeing may also be necessary. Rhubarb is relatively free of insect and disease problems (see Problems). 56' Space rhubarb roots 24 to 48 inches apart in rows 3 to 4 feet apart for commercial growing. These distances can be decreased to 36 inches for plants in rows and rows for smaller gardens (non commercial). Much smaller than this will seriously crowd the plants and result in a diminished crop and increase the likelihood of spreading disease. A 2-3 year old plant, the Victoria variety can be 4 feet (1.25 meter) in diameter and 3 feet (1 meter) tall. Plant the roots with the crown bud 2 inches (S cm) below the surface of the soil. The hole for the crown should be dug extra large and composted manure, peat moss or dairy organic should be mixed with the soil to be placed around the roots. Firm the soil around the roots but keep it loose over the buds. Water the crowns after planting.
