CROIX COUNTY BOARD OF SUPERVISORS MEETING OF APRIL 15, 1997 PLANNING, ZONING AND PARRS COMMITTEE REPORT SUBJECT: Report of the Planning, Zoning and Parks Committee decision recommending denial of the John Heintz rezoning request from Ag /Residential to Residence District BACKGROUND: John Heintz requested that 28 acres consisting of a subdivision containing 14 lots be rezoned from Ag /Residential to Residence District. The rezoning to Residence District would allow for the construction of duplexes as a permitted use. Construction of a duplex is a special exception in the present Ag /Residential District. LOCATION: The property is located in Section 21, in the Town of Star Prairie. The property is located north of County Road C. FINDINGS: The Committee considered all written information and verbal presentations. After careful consideration, the committee found: 1. That the applicant could apply for a Special Exception to allow a duplex in the existing Ag /Residential District. 2. That the soils in the area fall under Prime Agricultural Lands Classes I, II, or III according to the St. Croix County Farmland Preservation Plan. DECISION: The Committee disapproved the proposed amendment. REQUIRED BOARD ACTION: 1. Accept the report of the Committee, or 2. The Board may refuse to deny the petition as recommended by the Committee. In such event, the Board shall refer the petition to the Committee with instructions to draft an ordinance effectuating the petition and report the ordinance back to the County Board, which may then adopt or reject the proposed ordinance.
