WHEREAS, the State of Wisconsin desires to purchase a parcel of land from St.
Croix County for use by the Department of Corrections; and
WHEREAS, the County Human Services Board recommends sale of the following
described parcel of land to the State for $12,150:
A parcel of land located in the SW 1/4 of the NE 1/4 and in the SE 1/4 of
the NE 1/4 of Section 34, T31N, R18W, Town of Star Prairie, St. Croix
County, Wisconsin, more fully described as follows:
Commencing at the East 1/4 corner of said Section 34; Thence N89 "W
along the South line of the NE 1/4 a distance of 33.00' to the POINT OF
BEGINNING:
Thence continuing N89 ° 46'15 "W along the South line of the NE 1/4 a
distance of 1407.00';
Thence N1 °02'07 "E along a line parallel to the East line of the NE 1/4 a
distance of 1050.00';
Thence S89 °46'15 "E 1407.00';
Thence Sl ° 02'07 "W along a line 33.00' west of and parallel to the East line
of the NE 1/4 a distance of 1050.00' to the point of beginning.
Contains 33.91 acres subject to 185th Avenue right -of -way over the southerly
portion as shown on the Certified Survey Map. Also subject to any and all
additional easements, right -of -ways or conveyances of record.
WHEREAS, the County Human Services Board, in recognition of the request by the
City of New Richmond to impose some deed restrictions on the sale of the parcel,
recommends that the parcel be sold with the following restrictions placed on the deed:
1. The parcel will be used as a State minimum security correctional
center subject to State statutes and administrative rules that relate to
minimum security institutions.
2. The inmate population at the center will at no time exceed 75 inmates,
exclusive of inmates temporarily incarcerated at other local facilities.
3. The center presently in operation has a capacity of 35 inmates and will
have an expanded capacity of 40 more inmates who will be non -
assaultive, young offenders who have drug related treatment needs.
4. The expanded capacity dedicated to non - assaultive, young offenders at
the center will stress rigid discipline, drug /alcohol counseling, adult
basic education, clinical treatment, and rigorous manual labor. This
level of programming may involve more than the 40 additional inmates
(but not cause the total population to exceed 75).
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, that the parcel described above be sold to the State
of Wisconsin for $12,150 by a deed containing the restrictions identified above;
BE IT FURTHER RESOLVED that the Chairman of the County Board and the
County Clerk execute the deed on behalf of St. Croix County
