DESIGNATING ST_ CROIX COUNTY THE RESPONSIBLE UNIT
FOR STATE RECYCLING ACT PURPOSES

ST. CROIX COUNTY, WISCONSIN
WHEREAS, the St. Croix County Recycling Subcommittee held three public
informational meetings during 1990 on the new state recycling law, 1989 Wisconsin
Act 335; and
WHEREAS, at the direction of the County Recycling Subcommittee anji - Waste
Management Committee the Planning Department and the UW- Extension jointly
drafted a recycling survey which was distributed to all St. Croix County
municipalities; and
WHEREAS, Act 335 establishes local units of government as " respgnsible
units" for implementing Act 335, with the option of. a County declaring itself the
"responsible unit" on behalf of the local units within it's jurisdiction; and
WHEREAS, Act 335 requires that all responsible units have an effective
recycling program by 1995; and
WHEREAS, the survey results showed that only a_ ' municipalities representing
f4- percent of the County population, supported the County declaring itself the
responsible unit under the provision of Act 335; and
WHEREAS, for the County to receive a $100,000 annual minimum recycling
grant from the State, the County must declare itself the responsible unit with the
support of municipalities representing at least 75 percent of the St. Croix County
population;
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, that St. Croix County declines to designate
itself the responsible unit; and
BE IT FURTHER RESOLVED that in the future if St. Croix County municipalities
representing at least 75 percent of the County's population wish the County to be
the responsible unit, the County may rescind this resolution and consider declaring
itself the responsible unit; and
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to all
St. Croix County municipalities.
