HomeMy WebLinkAboutResolution 1991 (22) RESOLUTION REQUESTING THE GOVERNOR AND STATE LEGISLATURE TO SUPPORT A FINANCIAL SOLUTION TO THE PROBLEMS RESULTING FROM THE REDUCTION IN FEDERAL FUNDING FOR CHILD SUPPORT ENFORCEMENT PROGRAM Resolution No. C /) St. Croix County, Wisconsin WHEREAS, Congress has mandated that State Governments establish a Child Support Enforcement Program, and WHEREAS, the St. Croix County Board of Supervisors created the Child Support Enforcement Agency in accordance with State Statutes and Federal Rules and Regulations, and WHEREAS, Congress has determined that the Child Support Enforcement Program is the cornerstone of welfare reform as reflected in the passage of the Family Support Act of 1988, and WHEREAS, the County Child Support Enforcement Program promotes welfare reform and reduces State and Federal costs for the Title IV -A (AFDC) program by promoting economic independence of families through the collection of child support, and WHEREAS, the St. Croix County Board of Supervisors has been reliant upon revenue from the Federal Government to fund the Child Support Enforcement Program, and WHEREAS, the Wisconsin Child Support Program has been very successful in increasing non - welfare collections and in reducing welfare dependency, but the funding formula of the Federal government does not reward this success, WHEREAS, the incentives on collections have been reduced, causing a decrease in revenue to the counties, and WHEREAS, the State has not made provisions to fund the Child Support Enforcement Program out of State AFDC savings or the benefits recovered; NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors urges the Governor and State Legislature to support a financial solution to the problem caused by the reduction in Federal funding for the Child Support Enforcement Program. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to Governor Thompson, Congressman Gunderson, State Senator Berndt, State Representatives Stower, Baldus and Harsdorf, Secretary of the Department of Health and Social Services, Gerald Whitburn, and the Wisconsin Counties Association.
