COUNTY.

WHEREAS, because of increasing population and rising
vehicular traffic in St. Croix County, it is desirable to
establish a professional medical examiner system to investigate
homicides and unusual or unattended deaths in St. Croix County;
and
WHEREAS, the present coroner system does not require
medically trained personnel to perform the investigative function
of determining cause of death in homicides, and unusual or
unattended deaths; and
WHEREAS, St. Croix County plays an increasingly important
role in the commerce of the Twin Cities Metropolitan Area; and
WHEREAS, the Ramsey County Medical Examiner's Office in St.
Paul, Minnesota presently has appropriate facilities and
personnel trained in forensic pathology and death investigations;
and
WHEREAS, the Ramsey County Medical Examiner's Office is
currently ready, willing, and able to perform death investigative
services for St. Croix County by contract; and
WHEREAS, abolishment of the office of Coroner and
establishment of a medical examiner system is authorized by
Article VI, Section 4, Paragraph 2 of the Wisconsin Constitution
and Section 66.30 (5) of the Wisconsin Statutes, and further,
that it is desirable for St. Croix County to establish said
medical examiner system.
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that effective
January 1, 1991, a medical examiner system be instituted pursuant
to provisions of the Wisconsin Constitution and Wisconsin
Statutes.
BE IT FURTHER RESOLVED that the office of Coroner be
abolished, effective at the end of the present term.
BE IT FURTHER RESOLVED that the St. Croix County Board of
Supervisors provide the necessary appropriation to fund a medical
examiner's system.
