REGARDING STATE FUNDING OF ALL MANDATED PROGRAMS

WHEREAS, a significant portion of the state -wide county
property tax increase of 13% is the result of the State's failure
to adequately fund state programs that counties are required to
provide; and
WHEREAS, the escalating costs of these and other state -
mandated programs has focused attention on the urgent need for
meaningful property tax relief from current state - required
programs; and
WHEREAS, the recent proposal to use more than $255 million
of the State's $355 million surplus for one -time rebate checks
for homewowners will not provide long -term relief from the
increasing amount of property taxes that are needed to fund state
mandated programs; and
WHEREAS, it appears that a sales tax may not be a solution
to rising property tax rates, as has been demonstrated by
escalating property tax rates in both counties that have enacted
a sales tax and those that did not; and
WHEREAS, a county -wide referendum on a constitutional
amendment that would require full state funding for all mandated
services on the local level would focus the debate in the
upcoming state elections on a long -term solution to the pressing
issue of rising property taxes rather than a pre - election tax
refund that doesn't provide long -term property tax relief; now,
therefore,
BE IT RESOLVED, that the following referendum be placed on
the November, 1990 election ballot:
"Should the Wisconsin Constitution be amended to require the
State to provide full funding for any program, service or benefit
that it requires local government to provide ?"
