HomeMy WebLinkAboutResolution 1990 (11) RESOLUTION URGING WISCONSIN COUNTIES ASSOCIATION TO SUPPORT EQUITABLE COST SHARING FOR PUBLIC HEALTH AIDS FUNDING. Resolution # 1I ( U) INTENT: To urge Wisconsin Counties Association (WCA) to support a program of equitable cost sharing by the governing body of the State of Wisconsin with the Counties of Wisconsin for mandated Public Health programs in the form of an annual appropriation to the Counties to be called Public Health Aids. WHEREAS the prevention of illness and disability from illness, referred to as Public Health programs, are essential to human productivity and the reduction of the cost of health care, and WHEREAS chapter 141.05 of Wisconsin Statutes provides that those counties who employ public health nurses must conduct a generalized public health nursing program (this may include maternal and child health, adult health, adolescent health, communicable disease prevention, enviornmental health and health education), and WHEREAS chapter 143 of Wisconsin Statutes mandates that the county health officer and the county are legally responsible to promptly take all measures necessary to prevent, suppress, and control communicable disease (which includes safe water, safe food, safe air and vector control), and WHEREAS chapter 141.10 (4) of Wisconsin Statutes provides that no person receiving home nursing care from a county health committee, commission or board of health shall be denied necessary services because of inability to pay (leaving responsibility for those for whom there is no reimbursement possible by third party payer or self to the county tax dollars), and WHEREAS the portion of the burden of the cost of direct provision of public health programs, exclusive of fees collected and federal grant sharing for targeted projects, in 1988 cost more than an average of $5.52 per capita to the counties of Wisconsin (based on the WiCoPHA survey of 53 counties, not all including total fixed costs), and WHEREAS this method of funding the cost of mandated public health programs places the preponderance of the financial load on the counties of Wisconsin and thus on the property tax payer, and WHEREAS during 1988, the states of Minnesota, Michigan, Illinois, and Iowa believed Public Health programs were significantly important to contribute an average of $4.40 per capita to their local governmental public health agencies, and THEREFORE be it resolved that St. Croix County petitions Wisconsin Counties Association to actively support a provision in the State budget starting in 1991 and continuing annually thereafter of equitable cost sharing by the State to the Counties to be called Public Health Aids funding, and to be allocated in annually increasing amounts until full funding of mandates is attained, and the funding to be allocated annually to those County Departments administering the Public Health Programs named previously.
