ST. CROIX COUNTY, WISCONSIN

WHEREAS, the State of Wisconsin has enacted 1989 Wisconsin Act 335, commonly
known as the Recycling Law; and
WHEREAS, Wisconsin Act 335 requires municipalities to engage in recycling
operations; and
WHEREAS, Wisconsin Act 335 establishes a grant program for responsible units;
and
WHEREAS, the formula for determining the grant amounts to responsible units
includes "Sixty -six percent of eligible expenses, less any avoided disposal costs"; and
WHEREAS, determining grant amounts by subtracting "avoided disposal costs" from
expenses will cause financial hardship on many responsible units;

NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, that St. Croix County requests that the Special
Committee on Solid Waste Policy insert an amendment in WLCS: 152/1 -Solid Waste
Policy: Act 335 Follow -Up Bill, to eliminate the phrase "less any avoided disposal costs ",
under 159.23(5)(c)2. from the original bill.
