HomeMy WebLinkAboutResolution 1989 (10) GROUNDWATER PROTECTION SURCHARGE RESOLUTION Resolution # / D LS WHEREAS, 1983 Wisconsin Act 410, the Groundwater Protection Law, created Section 145.19(6), Wisconsin Statutes, which requires the collection of a $25.00 surcharge for each sanitary permit issued; and WHEREAS, the surcharge amounts collected are delivered to the Department of Industry, Labor and Human Relations (DILHR), which transfers it to the Department of Natural Resources (DNR) for deposit in the Groundwater Fund; and WHEREAS, since June, 1984 surcharge collections total more than $1,300,000; and WHEREAS, the Groundwater Fund is designated for use by DNR to monitor groundwater quality and establish standards for private waste water treatment systems; and WHEREAS, the DNR cannot substantiate what the collections have been used for; and WHEREAS, the Wisconsin County Code Administrators Association (WCCA) has voted unanimously to remove the $25.00 surcharge from the DNR Groundwater Fund and allocate it to DILHR's Private Sewage Section. THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors does hereby support legislation that will transfer the $25.00 groundwater surcharge from the DNR Groundwater Fund to DILHR's Private Sewage Section to be used for research and development of improved private waste water treatment systems.
