WHEREAS, the Wisconsin Counties Association has supported
both partial and full funding of the Circuit Court System in
Wisconsin in past conventions; and
WHEREAS, the Wisconsin Supreme Court has requested legal
research assistants (law clerks) for Circuit Judges in 1981,
1983, 1985, 1987 and 1989 state budget requests, and secretaries
for each Circuit Judge in the 1989 state budget requests; and
WHEREAS, the Governor's 1989 budget proposals provide
partial state funding of the costs of judicial law clerks and
secretaries; and
WHEREAS, Assembly Bill 360 has been introduced into the
state legislature with 82 of 99 state representatives and 24 of
32 state senators as co sponsors; and
WHEREAS, Assembly Bill 360 would, over a five year period (6
fiscal years), provide additional state funding for the trial
courts support staff and libraries and relieve the property tax
of a substantial portion of these costs as follows:

NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, goes on record
in support of passage of Assembly Bill 360.
BE IT FURTHER RESOLVED that the County Clerk for St. Croix
County is hereby directed to send a copy of this Resolution to
all Legislators representing St. Croix County in the State
Legislature, requesting their active support for Assembly Bill
360.
BE IT FURTHER RESOLVED that a copy of this Resolution be
sent to Governor Tommy Thompson, Chief Justice Nathan Heffernan,
and to Senator Gary George and Representative Walter Kunicki, the
Co- Chairman of the Joint Finance Committee of the State
Legislature.
