WHEREAS, the St. Croix County District Attorney's Office
presently performs all criminal and civil legal functions for the
County; and
WHEREAS, 1989 Wisconsin Act 31, known as the "Budget Bill ",
removes the District Attorney and Assistant District Attorneys as
County employees and makes them state employees, effective
January 1, 1990; and
WHEREAS, the Budget Bill establishes duties for the District
Attorney's Office which include prosecution of all felonies and
misdemeanors, traffic, Department of Natural Resources citations,
and juvenile matters, and eliminates as duties of the District
Attorney the following: Advising the County Board and its
Committees, elected officials and department heads in legal
matters; drafting ordinances and resolutions; drafting or
reviewing contracts in which the County or a department is a
party; bringing lawsuits on behalf of the County and defending
the County against lawsuits brought against it; providing legal
representation to the County Child Support Agency to obtain child
support payments for the children of the County and establishing
paternity and support orders for children born out of wedlock;
advising and representing Human Services in areas which include
guardianship and protective placement proceedings, mental and
alcoholic commitments and collections; advising the Comprehensive
Planning and Zoning Committee and the Board of Adjustment in
zoning, variance and special exception matters, zoning ordinance
interpretations, modifications, and state statutes controlling
land use planning and zoning; advising the Waste Management
Committee in incinerator contract matters and haulers ordinance
interpretation and enforcement; advising the County
Administrative Coordinator regarding legal impacts of County
operations; and
WHEREAS, it is necessary and prudent for St. Croix County to
establish a Corporation Counsel Department to perform the duties
and have the responsibilities cited above; and
WHEREAS, the duties of the Department necessitate staffing
it with a Corporation Counsel, and Assistant Corporation Counsel
and a Legal Secretary; and
WHEREAS, Corporation Counsel should come under the
direction of the County Administrative Coordinator; and
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, hereby creates
the County Department of Corporation Counsel to be supervised and
staffed as set forth above;
BE IT FURTHER RESOLVED that compensation for the Corporation
Counsel, Assistants, and Legal Secretary be established as per
the attachments;
BE IT FURTHER RESOLVED that the appointment of Corporation
Counsel be taken up by the Board at its next regularly scheduled
meeting.

Corporation Counsel /Personnel Committee
D. A. pay bill, our Assistant District Attorneys could be earning
a salary in excess of $45,000 in 1990. The salary ranges as
proposed by the Personnel Committee are listed below. We
estimate that the personnel- related costs to establish an Office
of Corporation Counsel will be in the $120,000 to $125,000
range.
Corporation Counsel $34,340.80 to $42,910.40
Ass't. Corp. Counsel -Sr. $27,934.40 to $40,310.40
Ass't. Corp. Counsel -Jr. $23,587.20 to $35,769.80
Legal Secretary governed by Courthouse Union contract
The Personnel Committee recommendation, per resolution,
incorporates the information contained herein. The Corporation
Counsel would report to our Administrative Coordinator and deal
with civil matters in the County - -human services issues, zoning
issues, child support enforcement, general county litigation, etc.
Additional information relating to any of these Corporation
Counsel issues is available from the Personnel Office.
