RESOLUTION REGARDING COUNTY -WIDE ENHANCED 9 -1 -1

WHEREAS, St. Croix County began implementing the Emergency Telephone Number 9 -1 -1
(nine - one -one) in 1980; and
WHEREAS, St. Croix County now has 9 -1 -1 available in most areas of the County; and
WHEREAS, these emergency calls are answered at the Emergency Communications Center by
trained tele communicators on one of seventeen (17) incoming emergency 9 -1 -1 lines; and
WHEREAS, it is currently impossible to determine the origin of these calls, often times
making it difficult to respond emergency assistance to the general public; and
WHEREAS. in order to improve public- safety response and better serve the public it is the
desire of the St. Croix County Board of Supervisors and the St. Croix County User Board, the
governing committee of the Emergency Communications Center, to enhance 9 -1 -1 county -wide
by providing Automatic Number Identification and Automatic Location Identification of
incoming 9 -1 -1 emergency calls, features which will allow the tele - communicator to
determine the exact telephone number and location of the caller; and
WHEREAS, it is the further desire of the St. Croix County Board of Supervisors to provide 9 -1 -1
to all areas of St. Croix County, including those not now served; and
WIIEREAS, the Wisconsin Legislature in 1987 passed legislation that provides for 9 -1 -1
funding through the various telephone entities; and
WHEREAS, this legislation allows for the actual costs of 9 -1 -1 to be placed on the monthly
telephone statements of all users, incorporating the costs to install over the first 36 months of
operation.
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors, meeting in
regular session, that St. Croix County, by its Board Chairman and County Clerk, is authorized to
issue required documents whereby St. Croix County agrees to release, indemnify, defend and
hold harmless the Wisconsin Public Service Commission and the State of Wisconsin for any
injuries or damages arising out of the Enhanced 9 -1 -1 system in a form substantially the same
as that set forth in Exhibit "1" which is incorporated herein,
BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that St. Croix County
will provide for the receiving of emergency calls from tele- communication devices (TDD) used
by the hearing impaired.
BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that St. Croix County
adopts an Enhanced 9 -1 -1 plan for its system which is attached hereto as Exhibit "2."

BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that St. Croix County
authorizes the levy of a charge on all service users in St. Croix County to finance the cost
related to the establishment of the Enhanced 9-1 -1 system includi non and
recurring charges in St. Croix County with the charge to be determ ned pursuantt,o the
procedure set forth in Wisc_onsa sg2, Sec. 146.70(3).
BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that St. Croix County
is authorized to enter into a contract with Wisconsin Bell, Inc., and any other appropriate
independent telephone company(s) in or out of St. Croix County for the installation and
maintenance of an Enhanced 9 -1 -1 network system.
BE IT FURTHER RESOLVED by the St, Croix County Board of Supervisors that the county -wide
enhanced 9-1 -1 plan and telephone rate schedule is approved,
submitted to the Wisconsin Public Service Commissio for their pprovaly directs that same be

Service Commission and the State of Wisconsin from any and all loss, claims, demands, suits or
other action for (i) any personal injury to or death of any person or persos, (ii) any
damage or destruction of property, or (iii) any infringmen or invasion of the right to privac
of any person or persons, caused or claimed to have been caused directly or indirectly, by the
installation, operation, failure to operate, maintenance, removal, presence, condition, occasion
or use of Enhanced 9 -1 -1 service, its features and the equipment associated therewith, or by
any service or information furnished by Wisconsin Bell, or any local
carrier in connection therewith to the extent that any such loss, claim, a uiit o her e
shall be grounded on the negligent or wrongful acts of the County, any participating public
agency, or any employee or agent thereof.

EMERGENCY TELEPHONE SYSTEM
PLAN /OPERATION
1 INTRODUCTION
In 1982, the St, Croix County User Board, which oversees the operation of the Emergency
Communications Center (ECC), studied enhanced 9-1-1 but determined that it was not
economically feasible. In calendar year 1986, the User Board again reviewed enhanced 9 -1 -1
systems and at its direction the ECC staff and director,

II. BACKGROUND
St. Croix County is located in western Wisconsin on the St. Croix River and is surrounded by the
State of Minnesota on the west, Polk County on the north, Pierce County on the south, and
Dunn County on the east. Within its 736 square miles are 4 cities (including River Falls which
is split between St. Croix and Pierce County), 9 villages, and 21 townships. The January 1, 1989,
estimate for population is approximately 50,000 and St. Croix County ranks among the top 3
growth counties in the state. In fact, it is forecast that the county will nearly double its
population within 20 years at the current growth rate. The county is part of the 10- county
Minneapolis /St. Paul (Minnesota) metropolitan area which has a population in excess of 2.23
million .
The Emergency Communications Center was designed in the mid- 1970's to solve common
communication and dispatch problems within the St. Croix Count
began operations in March of 1979 and has since become the only SAP (Publ c
Answering Point) in the county, serving the sheriff's department, fourteen police
departments, thirteen fire departments, ten ambulance services, six first responder/ rescue
units, and several other county and municipal agencies. In 1988, it handled over 150,000 calls
and dispatched 15,785 public - safety requests.
III. SERVICE AREA
It is the intent of St. Croix County to include every citizen within its boundaries in the E -9 -1 -1
system. The service area in St, Croix County is covered by eight telephone companies: Amery
Telephone Company, Baldwin Telcom, GTE North, Solon Springs Telephone Company, Somerset
Telephone Company, St. Croix Telephone Company, West Wisconsin Telephone Co-op, and
Wisconsin Bell, The exchanges and the companies that serve St, Croix County are as follows:

IV. PUBLIC SAFETY ANSWERING POINT
Since St. Croix County utilizes only one Public Safety Answering Point (PSAP), all calls are
directed to, received, and dispatched from that location. The St. Croix County PSAP is located at
911 Fourth Street in the City of Hudson, Wisconsin, and is a 24- hour -a -day operation.

VI. ADVANCED FEATURES
The St, Croix County Enhanced 9 -1 -1 System will include such sophisticated fea tures as
Automatic Number Identification (ANI) and Automatic Location Identification (ALI):
Automatic Number Identification ANI : The ability to calling party's telephone number on a video display (CRT) at
the PSAP without operator intervention.
Automatic Location Identification ALI : Identifies the physical
location (address) of the calling party on a video display (CRT) screen
at the PSAP without operator intervention.

St. Croix County will maintain a seven -digit emergency telephone number, 15) 386-2345, for
operator assisted calls or other emergency calls placed from outside of the 9-1-1 service area.
In addition, this seven -digit number will be backed -up with a roll -over number, (715) 386-
2346, in case of a busy circuit on 386 -2345.
Each municipality and their responding departments will be urged to maintain a seven -digit
non - emergency telephone number for use by the general public. Eve
