HomeMy WebLinkAboutResolution 1988 (06) RESOLUTION REQUESTING FUNDS TO ASSIST IN SUBSIDIZING MANDATED SUPERFUND AMENDMENTS AND REAUTHORIZATION ACT HAZARDOUS SUBSTANCE PLANNING. Resolution # (o L8g WHEREAS, the Superfund Amendments and Reauthorization Act (SARA) was enacted October 17, 1986, and provided for the Environmental Protection Agency (EPA) to draft rules relative to Emergency and Hazardous Chemical Inventory Forms and Community Right -to -Know Reporting requirements; and WHEREAS, the planning, recording and establishing a system for cataloging approximately 400 -plus hazardous substances and making the information readily accessible to the public and emergency service agencies will entail considerable expense to the County; and WHEREAS, neither the Federal or the State has provided any funding to subsidize local governments for costs associated with fulfilling the mandates of the EPA and OSHA; and WHEREAS, it has been unanimously recommended by the St. Croix County Emergency Government Committee at its regular meeting on March 9, 1988 to request funding from the State and /or federal governments to assist local governments who are under considerable:financial stress. (See attached fiscal note.) NOW THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors, meeting in regular session, does hereby request consideration by the State of Wisconsin and /or Federal Government to provide funding to underwrite at least a portion of the costs associated with the implementation of the mandated requirements as provided under SARA and the EPA Administration; and BE IT FURTHER RESOLVED that copies of this Resolution be sent to Governor Tommy Thompson, Assemblymen Paulson, Shoemaker and Berndt, State Senator Harsdorf, Congressman Steve Gunderson, U.S. Senators Proxmire and Kasten, and the Wisconsin Counties Association. An additional $11,267 is estimated for computerizing the data which would be tied in with the St. Croix County Dispatch Center. At least $500 is needed for files and related accessories immediately. 2
