WHEREAS, the State of Wisconsin, through the Department of
Administration, has determined that the responsibility for the
payment of $3.5 million in health care costs shall be transferred
from the Dept. of Health and Scoial Services to counties and
private home care agencies through the proposed Personal Care
Services Program; and
WHEREAS, St. Croix County home care providers are unable to
absorb these costs because of the proposed reduction in
reimbursement rates and because of constraints imposed by
collective bargaining units prohibiting unilateral change in wage
rates, resulting in potential reduction of services to senior
citizens; and
WHEREAS, St. Croix County is committed to continuing health
and personal care services to its senior citizens, and thus,
believes that the State of Wisconsin and our area representatives
must be aware of the impending problems created by the proposed
Personal Care Services Program.
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, takes the
position that the proposed Personal Care Services Program creates
difficult if not impossible economic constraints to provide for
the care and needs of St. Croix County senior citizens.
BE IT FURTHER RESOLVED that St. Croix County requests its
participation in the decision making process regarding proposed
implementation of the Personal Care Services Program to ensure
adequate economic funding to its elderly.
BE IT FURTHER RESOLVED that a copy of this Resolution shall
be provided by the County Clerk to the Director of the
Department of Administration, the Director of the State
Department of Health and Social Services, to Governor Thompson,
and all area legislators.
