WHEREAS, St. Croix County began implementing the Emergency
Telephone Number 9 -1 -1 (nine- one -one) in 1980; and
WHEREAS, St. Croix County now has 9 -1 -1 available in most
areas of the County; and
WHEREAS, these emergency calls are answered at the Emergency
Communications Center by trained tele - communicators on one of
seventeen (17) incoming emergency 9 -1 -1 lines; and
WHEREAS, it is currently impossible to determine the origin
of these calls, often times making it difficult to respond emer-
gency assistance to the general public; and
WHEREAS, in order to improve public- safety response and
better serve the public, it is the desire of the St. Croix County
User Board, the governing committee of the Emergency Communica-
tions Center, to enhance 9 -1 -1 county -wide by providing Automatic
Number Identification and Automatic Location Identification of
incoming 9 -1 -1 emergency calls, features which will allow the
tele - communicator on -duty to determine the exact telephone number
and location of the caller; and
WHEREAS, it is the further desire of the St. Croix County
User Board to provide 9 -1 -1 to all areas of St. Croix County,
including those not now served; and
WHEREAS, the Wisconsin Legislature in 1987 passed legisla-
tion that provides for 9 -1 -1 funding through the various
telephone entities; and
WHEREAS, this legislation allows for the actual costs of
9 -1 -1 to be placed on the monthly telephone statements of all
users, incorporating the costs of installation over the first 36
months of operation; and
WHEREAS, on June 8, 1988, after conducting a public hearing
on the proposed enhanced 9 -1 -1 telephone plan and rates, the User
Board adopted the following monthly rate schedule applicable to
all users of telephone services in St. Croix County:
First 36 months: $.35
Each month thereafter: $.19
and,
WHEREAS, these rates, if approved by the Wisconsin Public
Service Commission (PSC), will be fixed until such time as they
are re- submitted to this Board and the PSC for modification,
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, hereby approves
the county -wide enhanced 9 -1 -1 plan and telephone rates, and
hereby submits the same to the Wisconsin Public Service Commis-
sion for their approval.

PUBLIC HEARING
FROM: St.. Croix County User Board
RE: Proposed Enhanced 9 -1 -1 Plan & Telephone Rates
As background information, St. Croix County began implementing Basic 9 -1 -1 (B9 -1 -1) in 1980
Since that. time B9 -1 -1 has been installed in all areas of St. Croix County with the exception. of
Deer Park and River Falls. B9 -1 -1 allows any person the ability to simply dial the three digits
"9 -1 -1" to obtain emergency assistance. Pay phone users need no coin to dial. The dispatcher
receiving the calls, however, can only identify the general area that the call came from.
In 1986, the User Board directed the Emergency Communications Center (ECC) to study the
feasibility of an Enhanced 9 -1 -1 (E9 -1 -1) system. E9 -1 -1 has two features not available with
B9 -1 -1: ANI (Automatic Number Identification) & ALI (Automatic Location Identification). An
ANI screen at the ECC will display the telephone number of the caller, while the ALI screen
will display the location of the caller. Both of these displays occur automatically and instan-
taneously when the dispatcher picks up the telephone. These additional features would
obviously give the general public a great benefit should the ECC receive a call where the
person either does not know or cannot give their name, telephone number, and location
In 1987. Wisconsin passed legislation that authorized counties to fund 9 -1 -1 through the
telephone companies. This will create, so to speak, a user fee, taking the actual costs of 9 -1 -1
off of the tax rolls. Each county (except Milwaukee) is allowed to charge up to 40c per month
for 9 -1 -1 costs. In addition, each county is allowed to spread the costs of installing 9 -1 -1 over a
36 -month period in order to avoid hitting users with a large up- front. expense. Although St
Croix County has B9 -1 -1, it will be necessary to make modifications to existing equipment and
install additional equipment in order to utilize an E9 -1 -1 system
Therefore, it is proposed that St. Croix County will implement the following E9 -1 -1 telephone
rate schedule, within 360 days, subject to the approval of the St. Croix County Board of
Supervisors and the Wisconsin Public Service Commission:
MONTHLY RATE
First 36 Months: 35t
Each Month Thereafter: 19c
The rates are applicable for each line whether the telephone user ever calls 9 -1 -1 or not
Multiple line users will pay the above rates times the number of lines.
It is anticipated that the costs recovered through this system will lower the current 9 -1 -1
telephone budget in an equal amount.
