WHEREAS, there is an acknowledged national crisis regarding
the AIDS virus; and
WHEREAS, national public policy has called upon states to
establish community education as well as medical and personal
care guidelines for the general public and employers; and
WHEREAS, reasonable employment policies and guidelines are
essential to minimize anxiety and misunderstanding as well as to
address legal liability issues; and
WHEREAS, the St. Croix County Department of Human Services
is subject to experiencing instances of AIDS virus persons,
either as an employee or as a service provider.
WHEREAS, the St. Croix County Human Services Board has been
urged by the Wisconsin Social Services Association to adopt
policies and procedures for the handling of AIDS virus clients
and staff;
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that the St. Croix
County Human Services Board is hereby authorized to establish
policy and procedure guidelines for the handling of AIDS virus
clients and staff to insure clear, rational and humane treatment
of both victims and those who encounter them in the course of
their day.
