RESOLUTION SUPPORTING ELIMINATION OF COMMUNITY AIDS INEQUITY.
Resolution # (17)
WHEREAS, Community Aids funds are the basic funding source
counties use to pay for their social service and mental health
service mandated programs; and
WHEREAS, counties at present receive Community Aids funding
based on a considerable variation in percentages of their basic
county allocation (BCA) through the Community Aids Formulas, for
example, using 1985 calculations, the percentage of the BCA
currently varies from a low of 72% to a high of 174 %, or a
difference of 102 %, even though all counties are required to
provide the same mandated services for their eligible citizens;
and
WHEREAS, there are currently 25 counties receiving in excess
of 100% of their BCA and 21 counties that are not even at the 85%
level; and
WHEREAS, substantial inequities exist in the current system
and the usual across the board increase through the Community
Aids Formula rather perpetuates the widening of the gap between
counties since the formula has established a built -in disparity
in the base BCA; and
WHEREAS, the legislature had recognized the need for an
equity adjustment in the current biennial budget (1985 -1987) by
passing a provision to bring all counties up to at least 75% of
the BCA in 1987, however, the legislature on January 1, 1986,
rescinded the 75% provision under 1985 Wisconsin Act 120; and
WHEREAS, St. Croix County currently receives 82% of the BCA,
resulting in a loss of about $291,726 to fund the needed services
of the County's residents which in turn results in waiting lists
and increased property taxes to meet the mandates imposed upon
the County by the State; and
WHEREAS, it is unconscionable to perpetuate this inequity
upon the citizens of St. Croix County;
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, strongly urges
the Secretary of the Department of Health and Social Services,
the Governor, of the State of Wisconsin, and the State Legislature
to take action to remedy this situation in the 1987 -1989 biennial
budget.
BE IT FURTHER RESOLVED that the St. Croix County Board of
Supervisors urges the Secretary of the Department of Health and
Social Services, the Governor of the State of Wisconsin, and the
State Legislature to incorporate an equity adjustment provision
which would mandate that all counties in Wisconsin reach 85% of
BCA on January 1, 1988 and 90% of BCA on January 1, 1989.
BE IT FURTHER RESOLVED that the County Clerk for St. Croix
County is hereby directed to forward copies of this Resolution to
Governor Tommy Thompson, Department of Health and Social Services
Secretary Linda Reivitz, all State Legislators representing St.
Croix County, and the Wisconsin Counties Association.
