WHEREAS, the Natural Resources Board was set up to direct
and supervise the Department of Natural Resources; and
WHEREAS, the Natural Resources Board is a policy making
board and not advisory committee; and
WHEREAS, the Natural Resources Board is the most important
link between citizen concerns and D.N.R. actions; and
WHEREAS, The Natural Resources Board provides for one hour
of citizen input at its monthly meetings to discuss issues under
the jurisdiction of the D.N.R.; and
WHEREAS, the Department of Natural Resources is responsible
for implementing laws of the state and/ where applicable, laws of
the federal government that protect Wisconsin's natural
resources -its air, land, water, wildlife, fish and forests; it is
the one agency charged with full responsibility to coordinate the
many disciplines and programs necessary to provide for a clean
environment and a full range of outdoor recreational
opportunities for Wisconsin citizens and visitors; and
WHEREAS, a bill is being drafted tentatively: 1) Creating a
Cabinet Position with the duty to oversee environmental
protection; the Secretary who would have complete authority to be
appointed by the,Governor; 2) The Natural Resources Board would
have no authority in environmental protection, but would continue
to oversee fish and game functions; and
WHEREAS, Senate Bill 32, a similar bill, was narrowly
defeated last spring.
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, goes on record
supporting the continuance of the Natural Resources Board in its
present capacity to direct and supervise the DNR in environmental
protection matters; and as a sounding board for citizen concerns;
and
BE IT FURTHER RESOLVED that copies of this Resolution be
sent to Secretary Carroll Besadney, D.N.R., Chairman John Lawton,
Natural Resources Board, and to all area legislators.
