Resolution #
WHEREAS, the United States Department of Agriculture (USDA)
and the United States Forestry Department, part of the USDA, have
developed a comprehensive Forest Management Program designed to
optimize the timber needs of our nation and the aesthetics of the
tourist and recreation groups; and
WHEREAS, the individuals who designed this Forest Management
Program are recognized as some of the foremost authorities on
conservation and forestry in this nation; and
WHEREAS, other known forest management and research
authorities have unanimously endorsed this plan, such as the U.
S. Forestry Experiment Station of St. Paul, Minnesota, and many
Wisconsin forestry experts along with National Forest Management
Research activities across this nation; and
WHEREAS, the professional foresters of the Wisconsin
Department of Natural Resources were not only consulted but
actually contributed to the USDA Forest Management Plan; and
WHEREAS, former Wisconsin Governor Anthony Earl and former
Wisconsin Attorney General Bronson LaFollette have taken action
to prevent the U.S. Forestry Service from implementing this
management program; and
WHEREAS, the mill at Laona which is in the process of trying
to reopen and the saw mills in Goodman, Green Bay, Marinette, and
many other family and corporate operated mills in the vicinity of
the Nicolet National Forest will be adversely affected by the
implementation of a "no cut" policy which would have a
devastating effect on mill employees and loggers as well as on
the regional and state economics; and
WHEREAS, income to local tax districts from timber sales is
an important revenue since many localities have significant
acreages of federal forest which are real estate tax exempt; and
WHEREAS, large acreage forest owners such as Weyhauser and
Consolidated Papers, Inc. have consistently demonstrated that
such forest management programs can effectively safeguard the
aesthetics of our renewable forest resources while better serving
the timber needs of our nation.
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, requests that
Wisconsin Governor Thompson and Attorney General Hanaway re-
assess the positions of the former Governor and former Attorney
General on this issue and support the USDA Forest Management
Program.
BE IT FURTHER RESOLVED that the County Clerk shall provide
copies of this Resolution to Governor Thompson, Attorney General
Hanaway, as well as other area legislators, as soon as possible.
