HEALTH ASSOCIATION.

WHEREAS, legislation within the past few years has signifi-
cantlyaltered the role of county public health agencies; and
WHEREAS, this altered role places increased demands for
services on the county level coupled with statutory regulations
regarding basic requirements; and
WHEREAS, these legislative changes, along with
administrative changes, serve to place added burdens on counties;
and
WHEREAS, Wisconsin counties do not now have a state -wide
organization to facilitate input to State Legislators and the
State Division of Health so that a unified front can be presented
in dealing with county public health issues; and
WHEREAS, it is possible to organize a state -wide
organization as an affiliate of the Wisconsin Counties
Association, without additional cost to counties, except for the
usual travel costs and expenses related to actively participating
in such organizations; and
WHEREAS, an affiliate of the Wisconsin Counties Association
can utilize the resources of the Wisconsin Counties Association
to promote its goals and support its activities; and
WHEREAS, representatives of 56 counties in attendance at the
May 20, 1985 organizational meeting of the Wisconsin County
Public Health Association voted to reconrmend a statewide
organization to represent the interests of counties in regard to
public health issues for the purpose of obtaining support from
County Boards, County Health Committees and /or County Boards of
health throughout the State; and
WHEREAS, the St. Croix County Health Committee has reviewed
the proposed by -laws of the Wisconsin County Public Health
Association, has discussed the need for the association, and has
determined it would be in the interest of St. Croix County to
support the establishment of the Wisconsin County Public Health
Association as an affiliate of the Wisconsin Counties
Association,

RESOLUTION ORDERING COUNTY CLERK TO EXECUTE TAX DEEDS TO ST.
CRO I X COUNTY WHERE REAL ESTATE TAXES HAVE NOT BEEN PA I D 1 N EXCESS
OF 3 YEARS.

WHEREAS, Wisconsin Statutes Chapter 75, Tax Sales, provides
a procedure for a county to acquire a tax deed on real estate
where real estate taxes have not been paid for a period in excess
of 3 years; and
WHEREAS, the St. Croix County Treasurer has followed the
statutory procedures as outlined in said Chapter and presently
holds tax certificates, unredeemed as provided by law, on several
parcels of land within St. Croix County; and
WHEREAS, Wisconsin Statutes Section 75.36(2) provides that
the County Board shal 1, by resolution, order that tax deeds be
executed by the County Clerk to the County; and
WHEREAS, Wisconsin Statutes Section 75.35(2) et seq. enables
a County Board to delegate its powers to manage and sell tax
deeded lands to a committee of the County Board, or to any
officer or department of the County.
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that the County Clerk
for St. Croix County is hereby ordered to execute to St. Croix
County, tax deeds pursuant to Wisconsin Statutes Chapter 75, for
those parcels of land upon which the county presently holds a tax
certificate,which has not been redeemed as provided by law, which
lands are more p a r t i c u l a r l y set forth on a l i s t kept at the St.
Croix County Treasurer's Office.
BE IT FURTHER RESOLVED that the County Board hereby
delegates its powers to manage and sell these above indicated tax
deeded lands to Finance, Budget, Building and Bond Committee
pursuant to Wisconsin Statutes Section 75.35(2), et seq.
