WHEREAS, St. Croix County Board Resolution #24 (85) created
a Study Committee concerning the possible establishment of a
Human Services Board pursuant to Wisconsin Statutes Section
46.23; and
WHEREAS, the Human Services Study Committee met on numerous
occasions and studied all aspects and ramifications of the
creation of such a Human Services Board; and
WHEREAS, after much detailed study and analysis concerning
establishment of such a Human Services Board, the Human Services
Study Committee has 'found that it appears to be in the best
interest of St. Croix County to establish a Human Services Board;
and
WHEREAS, the said Study Committee recommends that only the
Unified Board, organized and acting under Chapter 51, and the
4 AMENDMENT TO READ: to include the
Social Services Department, organized and operating under
Public Health Nursing Service, per motion of Stephens, Brown.
Chapters 46 and 49 of the Wisconsin Statutes be merged under a
Human Services Board; and
WHEREAS, prior to the establishment of such a Human Services
Board, the Secretary of the State of Wisconsin Department of
Health and Social Services must first approve a feasibility study
and a program implementation plan;
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that the report and
recommendation of the Human Services Study Committee is hereby
approved, and
BE IT FURTHER RESOLVED that the feasibility study and
program implementation plan be referred to the General Services
Committee for preparation, with the intention being that the
proposed feasibility study and program implementation plan be
returned to the County Board for final approval prior to
submission to the Secretary of the State of Wisconsin Department
of Health and Social Services.
