ST. CROIX COUNTY BOARD OF SUPERVISORS
RESOLUTION IN SUPPORT OF FOUR -LANE HIGHWAY
FROM RIVER FALLS TO INTERSTATE 94
AND FOR A BELT LINE AROUND RIVER FALLS EAST SIDE
WHEREAS, the State of Wisconsin, Transportation Projects
Commission did hold a public hearing on July 14, 1986, in Wausau;
and
WHEREAS, the Commission did discuss two projects affecting River
Falls, a four -lane highway to Interstate 94 and a belt line
around River Falls east side; and
WHEREAS, the Transportation Commission asked that the City
clearly delineate which project it desires, if only one project
can be funded; and
WHEREAS, River Falis has strongly desired a four -lane highway to
the Interstate for many years, and
WHEREAS, a four -lane highway to the Interstate will much more
directly aid transportation concerns in St. Croix County than a
belt line project because:
1. The four -lane highway has the potential of reducing
severe accidents by at least fifty percent (50 %).
2. Forty -three percent (436) of the existing two -lane
highway to the Interstate is signed "No Passing ".
3. Thirty -three percent (33 %) of the student population in
River Falis commutes daily to and from Minnesota and
forty percent (40 %) of the River Falis working
population commutes daily to Minnesota, primarily on
Highway 35 north.
4. River Falls industries and major truck users are located
on the City's north side, with primary access concerns
to the Interstate.
5. Traffic counts on the City's north side are now over
15,000 daily according to latest DOT information.
6. The be p w i ll eliminate more of the above concerns as
River Falls serves as the initial and terminal point for
most of the traffic counts shown for River Falls.

NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors that it hereby strongly recommends to the
Transportation Projects Commission that the four -lane project be
funded before the belt line project, if both projects cannot
receive simultaneous funding.
