RESOLUTION REGARDING HIGHWAY TRUST FUND MONIES.
Resolution # 01 b (6'6)
WHEREAS, in 1982, the U. S. Congress enacted a Highway Trust
Fund Act to generate revenues for road and bridge rehabilitation;
and
WHEREAS, since 1982, the Congress had capped federal highway
spending at rates lower than the revenues generated and has used
the balance to offset the federal deficit; and
WHEREAS, the lower spending rates and the Gramm - Rudman
automatic budget balance is costing Wisconsin several million
dollars each year in funds we should be receiving through the
Highway Trust Fund; and
WHEREAS, the only purpose for which the Highway Trust Fund
may be used is for road and bridge rehabilitation, and
consequently, the federal deficit offset is on paper only; and
WHEREAS, without these federal road aids, the State of
Wisconsin must generate revenues of its own through increased gas
tax, higher registration fees, and other taxing measures in lieu
of receiving federal allocation due to the State.
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, goes on record
to petition Wisconsin's Congressmen and U. S. Senators to
authorize immediate release of the Highway Trust Fund monies ear
marked for Wisconsin and to increase spending levels of the
program to equal revenues so that our state and nation's highways
can be adequately maintained with the money that is generated
through taxes specifically for that purpose.
BE IT FURTHER RESOLVED that copies of this Resolution be
sent by the County Clerk to the Wisconsin Counties Association,
Wisconsin Department of Transportation Lowell Jackson, and
Wisconsin U. S. Congressmen and Senators.
