WHEREAS, 1985 Senate Bill 349, designed to revise the
prosecution system in Wisconsin, died in joint Finance Committee
during the previous biennium; and
WHEREAS, 1985 Assembly Bill 955, designed to revise the
circuit court systems in Wisconsin, also died in Committee; and
WHEREAS, said Bills would provide state appropriations for
the prosecution system and the circuit court systems in
Wisconsin, thereby relieving county property tax payers from such
expenditures; and
WHEREAS, fairness and effectiveness suggest that both the
prosecution system and the entire Circuit Court systems should be
funded by the State of Wisconsin, because presently various
aspects of the criminal justice system and circuit court systems
are state funded, including the Circuit Court Judges, their Court
Reporters, and the State Public Defender's system; and
WHEREAS, it appears to be in the best interest of St. Croix
County and its taxpayers to shift the tax burden of the
prosecution system and the entire circuit court system from the
property tax to the State of Wisconsin's budget.
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that former 1985
Assembly Bill 955 and former 1985 Senate Bill 349 be re- drafted
to be re- introduced in the Governor's Budget Bill or by separate
legislation during the 1987 legislative session.
BE IT FURTHER RESOLVED that St. Croix County's area
Legislators be asked to assist in such re- drafting and re-
introduction of these Bills.
BE IT FURTHER RESOLVED that the County Clerk for St. Croix
County is hereby directed to send certified copies of this
Resolution to St. Croix County's area legislators and Governor
Anthony Earl.
