RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH STATE FOR
WELFARE FRAUD REIMBURSEMENTS.

WHEREAS, the St. Croix County Sheriff's Department, the
District Attorney's Office, and the Department of Human Services
are responsible for fraud investigation, pre -trial diversion, and
prosecution of food stamp fraud, AFDC fraud, and medical
assistance fraud cases; and
WHEREAS, presently each department receives no enhanced
funding for such investigation and prosecution; and
WHEREAS, St. Croix County has been contacted by the State of
Wisconsin, Department of Health and Social Services, Division of
Community Services, with a proposed contract or plan for enhanced
federal funding for fraud investigation, pre -trial diversion, and
prosecution of food stamp fraud, AFDC fraud, and medical
assistance fraud cases; and
WHEREAS, the proposed contract would run annually from
January 1 of each year through December 31 of each year,
commencing on January 1, 1987; and
WHEREAS, under the proposed contract, fraud investigation
services would be reimbursed by 75% federal funding for food
stamps and 50% federal funding for AFDC and medical assistance
cases; and
WHEREAS, additionally, under the proposed contract, the
District Attorney's Office would receive 75% reimbursement for
prosecution services provided for food stamp fraud cases; and
WHEREAS, because the three offices involved are presently
doing such work already on an ad hoc basis, it appears to be in
the best interest of St. Croix County to be reimbursed by the
contract for enhanced federal funding,
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that the proposed
contract or plan for enhanced federal funding for fraud
investigation, pre -trial diversion, and prosecution of food
stamp, AFDC, and medical assistance fraud cases is hereby ap-
proved, effective January 1, 1987, and continuing thereafter each
year unless rescinded by future County Board action.
BE IT FURTHER RESOLVED that the County Board Chairman and
the County Clerk are hereby authorized to execute the proposed
contract or plan for enhanced federal funding.
