HomeMy WebLinkAboutResolution 1985 (04) RESOLUTION NO. 4(i) INCOME MAINTENANCE SERVICES - INCREASED STATE FUNDING WHEREAS counties are forced under s. 46.032, Wis. Stats. to contract with the state to provide income maintenance services, which include taking and processing applications for AFDC, Food Stamps and Medical Assistance; WHEREAS income maintenance programs are a state and federal responsibility and should be paid for entirely out of state and federal tax dollars; WHEREAS the State of Wisconsin has consistently refused to fund county income maintenance programs sufficiently to permit programs to operate in compliance with state and federal requirements; even though the federal appropriation is sum sufficient and only 50 cents of every dollar would be state GPR; WHEREAS counties have been forced, as a result, to pay for income maintenance services using county property tax dollars, contributing statewide more than $4.3 million dollars in 1984; WHEREAS St. Croix County has been forced to contribute $22,533. to operate income maintenance programs for the state and federal governments; WHEREAS Wisconsin D.H.S.S. officials have failed to include full funding of county property tax contributions for income maintenance in the 1985 -87 state budget; NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors meeting in regular session, that the state elected officials are urged to add funds to the 1985 -87 state budget sufficient to remove all property tax contributions from income maintenance services; AND BE IT FURTHER RESOLVED that St. Croix County will sign and submit an income maintenance contract for the term of January 1, 1985, through December 31, 1985, under protest, and hereby request legislative action to increase state funding to counties for the administration of the Income Maintenance Programs; AND BE IT FINALLY RESOLVED that a copy of this resolution be sent to Department of Health and Social Services Secretary, Linda Reivitz, at P.O. Box 7850, Madison, WI, 53707; Governor Anthony S. Earl, at 115 East State Capitol, Madi on, WI, 53702; State Senator Harsdorf, State Representative Berndt, and the Wisconsin Counties Association, 122 W.
