Resolution Y 7(6'6 WHEREAS, President Reagan's proposed budget for fiscal year 1986 would eliminate the following U.S.D.A. Soil Conservation Serv pro 1. The Small Watershed Protection and Flood Prevention Program like the Glen Hills Watershed. 2. River Basin Surveys such as those conducted for River Falls and Glenwood City. 3. Resource appraisal and Program Development including the one being conducted in Pepin County. 4. Inventory and Monitoring. This program was established by Congress through the Resource Conservation Act to monitor the nation's resources on a regular basis. 5. Great Plains Program which has done much to prevent the erosion of range and cultivated land of the Great Plains. 6. Snow Surveys and Water Forecasting which are so vital to many western municipalities. 7. Resource Conservation and Development programs. and WHEREAS, the budget proposal would reduce the number of Soil Conservation Service personnel nationally from over 13,000 employees to 5,000 employees; and WHEREAS, this reduction would affect the three remaining Soil Conservation Programs which are: 1. Conservation Operations -The program which provides nearly all the Soil Conservation Service funds for technical assistance to the county. 2. Soil Survey -This program with cost -share from the county made it possible to develop the St. Croix Soil Report on whcih county planning and land use is based. 3. Plant Materials Centers which carry out research in the development of specialized plants for conservation purposes. and WHEREAS, the proposed budget would eliminate the Agricultural Conservation Program administered by Agricultural Stabilization and Conservation Service. NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors, meeting in regular session, that the St. Croix County Board of Supervisors is in opposition to the proposed 9 ,R' Presidential budget cuts relating to conservation programs and the Soil Conservation Service. BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors recognizes: 1) the fragile nature of the soil itself which supports all life; 2) the effects of flooding to local people; and 3) the importance of non - polluted surface and ground- water; and continue our strong support of Soil and Water Conser- vation programs for the benefit of all present and future citizens of St. Croix County. BE IT FURTHER RESOLVED that the County Clerk for St. Croix County is hereby directed to immediately forward certified copies of this Resolution to President Reagan, United States Sentators Proxmire and Kasten, Congressman Gunderson, and any other approp- riate federal agency.
