COMMITTEE IN ST. CROIX COUNTY.

WHEREAS, there has been past confusion and uncertainty in
the possible transfer of jurisiction of highways between
townships, St. Croix County, and the State of Wisconsin; and
WHEREAS, the Highway and Bridges Committee unanimously takes
the position that a thorough study should be conducted, including
all the various characteristics that may affect any said
transfer; and
WHEREAS, such a report would be beneficial to a common
understanding between St. Croix County, its townships, and the
State of Wisconsin,
NOW THEREFORE, BE IT RESOLVED that the St. Croix County
Board of Supervisors, meeting in regular session, creates the
Road Jurisdiction and Classification Committee having the
following responsibilities:
1. Conduct a study on the functional classification and
jurisdiction of all roads within St. Croix County;
2. To recommend transfers, including reversion of roads to
the various units of government in St. Croix County;
3. To conduct a cost analysis on the effect of transfers to
the County or to townships;
4. To develop a final long range road plan for the entire
County;
5. To draft a final report for presentation to the County
Board within a specific time period designated by the County
Board;
6. To allow assignment of specific staff members to assist
the committee in arriving at the above determinations; including
the Highway Commissioner and any members of his staff, St. Croix
County Planner or his designee, and to solicit the assistance of
the Wisconsin Department of Transportation;
BE IT FURTHER RESOLVED that the said Road Jurisdiction and
Classification Committee shall consist of the following members
to accomplish the above objectives: three members from the
townships in St. Croix County with recommendations for these
appointments coming from the Town Boards Association; three mem—
bers from the St. Croix County Board of Supevisors, to be
appointed by the County Board Chairman; and one member resident
at 1 arge.
BE IT FURTHER RESOLVED that the final report mentioned above
shall be presented to the County Board of Supervisors within one
year.
BE IT FURTHER RESOLVED that the Road Jurisdiction and
Classification Committee shall be abolished after presenting its
final report to the County Board of Supervisors.
