TO CHILD SUPPORT SUPPLEMENT PROVISION

WHEREAS, AB 85 contains a provision entitled Child Support Supplement which
provides for either the State or County to pay a child support supplement to a
participating custodian of a minor child who is not receiving adequate child support
from a noncustodial parent, as determined according to a plan established by the
Department of Health and Social Services; and
WHEREAS, apparently the child support supplement provision in AB 85 has never
had a public hearing or any other informational meeting regarding the same; and
WHEREAS, there is much uncertainty regarding this child support supplement
provision as to its intentions, its plan, its cost to the public and a lack of a
clear and complete description of the program; and
WHEREAS, until such questions are answered to the satisfaction of everyone
concerned, the child support supplement provision in AB 85 should be deleted and
should not be hastily passed with the remainder of this budget bill,
NOW THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors,
meeting in regular session, that the Board strongly opposes passage of AB 85 as
it contains the provision for child support supplement, and
BE IT FURTHER RESOLVED that a certified copy of this resolution be immediately
sent by the county clerk to all legislators serving St. Croix County, the Wisconsin
County Boards Association, the Secretary of the Department of Health and Social
Services, and Governor Earl.
