RESOLUTION TO TRANSITION ST. CROIX INDUSTRIES TO
_ A PRIVATE PROVIDER
1 WHEREAS, St. Croix Industries (SCI) provides non-mandated but vital services to
2 persons with developmental, physical and mental disabilities; and
3
4 WHEREAS, in 2007,as part of Long Term Care Reform expansion the state transitioned
5 to regionalized models and awarded the Family Care contract to Community Health Partnership
6 (CUP), a managed care organization (MCO),to provide long term care services for five counties
7 in this region, including St. Croix County; and
8
9 WHEREAS, in 2011 Community Health Partnership (CHP), lowered the rates for
10 services to all providers, including SCI; and
11
12 WHEREAS, due to financial reasons, CUP became insolvent at the end of 2012 and the
13 state awarded the Family Care contract to a new MCO, Southwest Family Care Alliance
14 (SFCA); and
15
16 WHEREAS, in 2013 SFCA agreed to a one year rate increase for SCI to stabilize
17 funding and allow St. Croix County time to develop a business plan and to address future lower
18 rates; and
19
20 WHEREAS, SCI's year end 2012 unaudited financial report shows a $295,024 loss on
21 direct operations; and
22
23 WHEREAS, the fiscal projections for SCI for 2013 through 2016 forecast a cumulative
24 direct operations loss for SCI totaling $1,617,584; and
25
26 WHEREAS, at their April and May 2013 monthly meetings, the Health and Human
27 Services Board reviewed the fiscal projections and various policy options; and
28
29 WHEREAS, the Health and Human Services Board passed a motion on May 6, 2013 to
30 recommend to the County Board that the County Administrator and staff initiate a process to
31 transfer SCI to a private provider; and
32
33 WHEREAS, the Health and Human Services Board expressed desire to have a seamless
34 transition to a private provider and assure that clients of SCI continue to receive quality services
35 without disruption; and
36
37 WHEREAS, Southwest Family Care Alliance (now known as ContinuUs), has agreed to
38 partner with St. Croix County in the selection of a private provider.

40 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that an
41 advisory committee consisting of three (3) St. Croix Industries (SCI) Parent Representatives as
42 determined by the St. Croix Industries Parents Group, the county administrator, the Chair of
43 Health and Human Services (HHS), the St. Croix Industries Director and a member at large to be
44 appointed by the county administrator, shall work in collaboration with Southwest Family Care
45 Alliance (now known as ContinuUs) to develop, review, promote and accept Request For
46 Proposals (RFP) to structure and facilitate the transition of St. Croix Industries to a private
47 provider or entity.
