HomeMy WebLinkAboutResolution 2013 (22) Resolution No. 22 (2013) RESOLUTION SUPPORTING WISCONSIN COUNTIES COLLABORATIVE STATUTORY LANGUAGE FOR HEALTH AND _ HUMAN SERVICES PROGRAMS (UMBRELLA HUMAN SERVICE STATUTE) 1 WHEREAS, in 2010, the Wisconsin County Human Services Association, in 2 collaboration with the Wisconsin Counties Association (WCA), created a Human Services 3 Redesign Committee to discuss potential changes to improve the delivery of human services 4 programs across the state; and 5 6 WHEREAS, over the past three years, the Human Services Redesign Committee has 7 developed, retooled and rewritten several initiatives designed to increase the flexibility afforded 8 to human services departments, as well as improve communication between counties and state 9 agencies; and 10 11 WHEREAS, the first initiative forwarded by the Human Services Redesign Committee 12 centers on the creation of what has been termed the "umbrella human services statute" or the 13 creation of a "county collaborative;" and 14 15 WHEREAS, the "umbrella statute" has the following purposes and intents: 16 17 • Enables counties to collaborate in providing a comprehensive range of human services. 18 • Provides flexibility with regard to the manner and extent to which counties may 19 collaborate. 20 • Authorizes the creation of a contract to define the scope of services to be provided on a 21 collaborative basis and provide flexible governance of the collaborative relationship upon 22 creation. 23 • Requires recognition of the collaborative body by state departments for the purpose of 24 contracting and program certification. 25 • Allows for the development and promotion of performance outcomes by counties that 26 choose to collaborate; and 27 28 WHEREAS, current Wisconsin state statutes take an "all or nothing" approach with regard to 29 human services collaboration; and 30 31 WHEREAS, the creation of a "county collaborative" is strictly voluntary; and 32 33 WHEREAS, WCA Board of Directors support the creation of statutory language allowing for 34 the voluntary creation of a county collaborative for the provision of any or all health and human 35 services programs to provide flexibility to counties with regard to program administration and 36 governance structure, as well as require state recognition of a county collaborative. 37 38 THEREFORE, be it resolved that the St. Croix County Board of Supervisors supports the 39 creation of statutory language for the voluntary creation of a county collaborative for the 40 provision of any or all health and human services programs to provide flexibility to counties with Page 1 41 regard to program administration and governance structure, as well as require state recognition of 42 a county collaborative.
