MAINTENANCE INSTRUCTIONS
Inspections of tanks and dispersal cells shall be rnade by an individual carrying one of the following licenses or certificE lions: Master
Plumber; Master Plumber Restricted Sewer; POWTS Inspector; POW TS Maintainer; E eptage Servicing Operator. Tank in: pections must
include a visual in.ipection of the tank(s) to identify any rnissing or broken hardware, identify any cracks or leaks, measure the volume of
combined sludge and scorn and to check for any back up or ponding of effluent or the ground surface. The dispersal P ell(s) shall be
visually inspected to check the effluent levels in the observation pipes and to chest: for any ponding of effluent on the g ound surface.
F'he ponding of effluent on the ground surface may indicate a failing condition and requires th" immediate notificatic r of the local
regulatory authority.
When the combined accurnulafian of sludge air(] scorn in any tank equals one-third or more of the tank volume, the en1 re contents of
the tank shall be removed by a Septage Servicing Operator and dispused of in accordant-, with chapter NR 1 3, Wisconsin
Administrative Code,
All other services, including but not limited to the servicing of effluent filters, rnecharical or pressur,zed components, prett latme(tt units,

START UP AND OPERATION
Yof new construction, prior to use of the POW IS Cheek( treatment tank(s) for the presence of painting products or other. ,hemicals that

tank(s) removed by a septage servicing operator prior to use.
System start up shall not occur when soil conditions are frozen at the infiltrative surface.
During power outages pump tanks may till above normal highwater, levels. When power is restored the excess wasl )water will be
discharged to the dispersal cell(s) in one large dose, overloading the cell(s) and may result in the backup or surface discha ge of effluent.

effluent pump or contact a Pirimber or POWT`, Maintainer to assist in manually operating the lump controls to restore normal levels
within the pump tank.

Reduction or elimination of the following frorn the wastewater strearn may improve the performance and prolong the life ( f the POWTS:
antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; fo andation drain
(SUMP purnl)) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scrape ; medications; oB; pair ting products;
pesticides- sanitary napkins; tampons; and water softener brine.
ABANDONMENT
When the POWTS fails anti/or is permanently taken out of service the following steps shall be takfw to insure that the sys em is properly
and safely abandoned in compliance with chaptor Gonrm 8:.33, Wisconsin Administrative Gode,
M All piping to tanks and pits shall be disconnected and the abandoned pipe openings Seale i.
+ the co►rtents of all tanks and pits shall be removed and properly disposed of by a Septagf ~ Servicing Operator'.
After pumping, all tanks and pits shall be excavated and removers or their ,rovers removed and the void spate tilled with soil,
gravel or another inert solid material.
CONTINGENCY PLAN
If the POW-I'S falls and cannot be repaired the following measures have been, of must be taken, to provide a (.:)de compliant
replay, ment system,,
A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absi rption system.
The replacement area should be protected front disturbance and compaction and should not be infringed up in by required
setbacks frorn existing and proposed structure, lot lines and wells. 1=ailure to protect the r, placerrient area will re: ult in the need
for a new soil and site evaluation to establish a suitable replacement area.. Replacement systems must cornply v ith the rules in
effect at that time.
f~I A suitable replacement area is not available due to setback and/or soil limitations. Barring adv::rnces in POWI' i technology a
holding tank. may he installed as a last resort to replace the failed POWTS.
IJ T'he site has riot been evaluated to identify a suitable replacement area. Upon failure of the PcavvrS a soil and site evaluation
must be performed to locate a suitable replacement area, If no replacement area is available a holding tank may be installed as
a last resort to replace the flailed POW TS.
El Mound and at-grade soil absorption systems may be reconstructed in place following mmoval of the hionnat a the infiltrative
surface. Reconstructions cif such systorns must comply with the rules in effect at that time.

I recently reviewed the Board of Adjustment Decision for the above subdivision while
Real Property processing a sanitary permit application and noted that you have compliance deposits that
715-386-4677 may be eligible for refund. According to Condition #5:
Rec*ling "The plan shall be accompanied by a $100 nonrefundable staff review fee and a cash
715-386-4675 compliance deposit for the lot. The compliance deposit for the six lots under construction
shall be $1,100 each, and the compliance deposit for the remaining lots in the subdivision
shall be $300 each. The cash compliance deposit will be held by the Zoning Administrator
until construction is complete, permanent vegetation has been established, and the project
is found to be in compliance with the conditions of this approval, at which time the deposit
will be refunded in full. Upon completing construction on each lot, the applicant shall submit
to the Zoning Administrator photos of the completed construction and certification from the
project engineer that the construction has been completed as approved to serve as proof of
compliance."
Our sanitary database records show eight (8) permits were issued whose POWTS have
been installed and inspected. However, there are some non-compliance issues that must
be resolved before lots 2 and lot 2 will be considered "complete". We need to obtain
elevations and documentation of the building sewer and tanks that were installed on lot 24
without county inspecto and the mound on lot 2 does not meet the required setback from

When we have received photos that document completion of construction on each lot, your
deposit refunds will be processed.
