The filling and grading is required as part of construction to add onto an 715-386-4675 existing house and garage. Staff finds that the proposed activities meet the St. Croix County Zoning Ordinance and the Lower St. Croix Riverway District based on the following findings: 1. The property consists of 10.9 acres, is zoned Ag/Residential, and is located in the Rural Residential Management Zone of the Lower St. Croix Riverway District; 2. The applicant has submitted a storm water management plan to account for the additional impervious coverage on the site pursuant to Section 17.36 H.7.a.2) of the Ordinance; 3. A supplemental mitigation vegetation plan has been submitted that proposes to maintain and preserve existing and new vegetation, which includes planting of trees to screen the addition in the 100' bluffline setback; 4. No filling and grading will occur on slopes over 12 percent or within 40 feet of the bluffline; 5. The Wisconsin Department of Natural Resources has been sent a copy of the application and concurs that a land use permit may be issued with conditions that no grading may take place within the bluffline or slope preservation zones and NR i 118 regulations must be followed including a vegetation removal and mitigation plan. 6. The St. Croix County Land and Water Conservation Department has reviewed the plans and has no comments on this project. g ST. It will not degrade the scenic, recreational, or natural values of the St. Croix River Valley, nor will itipgatively affect the public health, safety and welfare of County residents. This approval is for filling and grading an area not to exceed 2,000 square feet, as indicated in the plans submitted, ancas provided in the conditions below: 1. The applicants shall contact the Zoning Administrator prior to commencing construction and when the construction has been completed. 2. Within 30 days of substantially completing construction, the applicant shall submit to the Zoning A inistrator certification from the contractor/agent that the addition and storm water anagement measures have been constructed as approved, as well as photos of the completed project as viewed from all angles, and from the bluffline and the river. 3. The applicant shall establish permanent groundcover on all disturbed areas immediately upon completing construction. Phosphorous fertilizers shall not be used to establish and maintain a lawn on the disturbed area of the site, unless a soil test confirms that phosphorous is needed. 4. All activities approved as part of this land use permit shall commence within one year from the date of approval and be substantially completed within two years, after which time the permit expires pursuant to Section 17.36 J.7 of the Ordinance. Prior to expiration, the applicant may request extensions of up to six months from the Zoning Administrator. The total time granted for extensions shall not exceed one year. `5. Failure to comply with the conditions above may result in the revocation of this permit pursuant to Section 17.36 J.8.b of the Ordinance. This approval does not allow for any additional construction, grading, filling, or clearing of vegetaon beyond the limits of this request. Any remaining site work above and beyond what is identified as part of this land use permit application shall be subject to the review and approval of the Zoning Administrator. Runoff from this area will be infiltrated into the sites sandy soil. 318 sq. ft. x 1.5 in. = 477 / 12 = 39.75 cu. ft. or 297.73 gal. of water infiltration storage area needed. A proposed French drain system will be utilized for water infiltration.The gutters on a minimum area of 318 sq. ft. of roof will be drained into a French drain through the downspouts. The French drain will be constructed from a 36 in. dia. x 6 ft. perforated HDPE chamber with a open bottom and angular 6 in. aggregate for infiltration into the sandy soil.
