RESOLUTION SUPPORTING MUNICIPAL EMPLOYERSIMANAGEMENT POSITIONS.
Resolution
WHEREAS, the St. Croix County Board of Supervisors has observed in the
ast that munlci al em to er P p p y s fre uentl fall to assert ositi q Y p ve leadershi P
i n recomm endin work g able legislative proposals on municipal employerlmanage-
meat positions for union negotiations, and to their detriment, have only
reacted to union legislative proposals concerning such matters, and
WHEREAS, it is incumbent that strong management positions be recommended
to the Legislature by the County Board,
NOW THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
meeting in regular session, supports the following municipal employerslmanagement
positions:
(1} Legislation should be enacted which will result in the repeal of the
existing mediationlarbitration~pracess found in Section 111,70 Wis. Scats, and
municipal employers should be given the local option to decide whether a collective
bargaining dispute will be subject to arbitration or whether its municipal unian(s}
should be given the right to strike.
In the event Section 111.70 Wis. Scats. is not re Baled it s P hould be
amended to rovide t ° p hat (a} the med~atzon function
should be se orated from the P
existing mediation/arbitration process, (b} mediator/arbitrators should be re-
quired to give priority consideration to local condit~.ons and ' (c} a trl artite P
panel of mediatorlarbitrators should be created.
BE IT FURTHER RESOLVED that the County Clerk is hereby directed to furnish
a copy of this resolution to Wisconsin Legislators serving St. Croix Count Y~
a Governor Anthony Earl, and the Wisconsin Counties Association.
