Resoluti an WHEREAS, it is anticipated that a number of proposals endorsed by public sector union organizations will. be introduced or considered by the State Legislature in early 198 which will be contrary to sound municipal management practices; and WHEREAS, it is in the best interests of the County to assert positive leadership in making its opposition known to our area legislators and to the Governor; NOW THEREFORE, BE IT RESOLVED that the St. Croix County Board of Super- visors, meeting in regular session, formally expresses its opposition to the following anticipated union proposals: (1} The County opposes any elimination of the distinction between man- datory and permissive subjects of bargaining contained in the existin col- . g lective bar ainin a reements. g g g ~Z~ The County opposes any mandate that the mediation/arbitration pro- , cess apply to disputes arising during the term of the collective bargaining agreement. ~3} The County opposes the accrual and awarding of interest~'on wa e g~ i salary adjustments awarded during the mediationlarbitration process. The County opposes the deletion of monetary penalties imposed for illegal strikes and the loss of a union°s contractually -provided fair share and dues checkoff provisions for such illegal strike activities. ~5} In the event that the 19$7 Sunset Provision of the current law is repealed, that appropriate legislation be enacted to prevent illegal ,strikes andlor work stoppages.
