RE50LUTIQN To REESTABLISH THE FORMER USER BOARD FOR ~ ~ ~ - _
EMERGENCY COMMUNICATION SERVICES
RE54LUTION ~ ~ ~ ; ,
~ WHEREAS, Resolutions 5~7~7, 49~7'7~, 5b~80~, b~81~, 33~$~} and 7~$3} have prescribed
various duties, responsibilities,, and operating procedures for the present Public
Protection-Emergency Medical Services Committee and the farmer user board, and
WHEREAS, Resolution #33~8z7 abolished the user board, and
WHEREAS, it is necessary to reestablish the user board to provide for more efficient
and coordinated emergency communication services and for said board to serve in an advisory
capacity to the St. Croix County Board of~Supervisors to promote same,
NOW THEREFORE BE IT RESOLVED, by the St. Croix County Board of Supervisors meeting
in regular session, that the user board oe r°eestablished as follows:
3 county board members, one each from Public Protection Committee, Highway Committee,
and 1 member at large, 1 municipal police chief, 1 fire department representative, 1
ambulance representative, 1 civil defense representative and 1 sheriff's office re resent- P
ative.
BE IT FURTHER RESOLVED, that appointment of the above enumerated members shall be
by the County Board Chairman, and
BE IT FURTHER RESOLVED, that said committee shall meet once per month or otherwise
at the call of the chairman, and

~ BE IT FURTHER RESOLVED, that the duties and responsibilities of the user board shall
be;
1. Develop a plan and operating procedures for an integrated and coordinated public
safety communications system, including county wide dispatch capability for all
public safety agencies that desire to participate.

2. Operate a centralized communications facilit consistent with develo ed Y p plans
and procedures, and employment of any necessary personnel appropriate to accom-
plish the purposes of the organization, including the planning of systems. This
may be accomplished either by direct employment of personnel, or through contracts,
leases, or other agreements.
3. Acquire through purchase or lease equipment necessary to accomplish the general
purpose of the organization.
4, Provide the nucleus of a user board for operational input of the communications
center.
- 5. Submit a detailed financial statement to the County Board annually.
b. Perform such other duties as provided for under the State Statutes as are deemed
i necessary for continued operation of a county-wide communications center to
insure compliance with FCC Rules and Regulations pertaining to Center operations.
_ 7. Establish the annual budget for the. Center for approval and appropriation b the Y
County Board.
