HomeMy WebLinkAboutResolution 1984 (24) RESOLUTION TO CHANGE THE ADVISORY AND REPORTING AUTHORITY OF THE EMERGENCY MLDi~'AL SE VICES COMMITTEE RESOLUTION ~ ~~8~} WHEREAS, Resolutions 5(7~}, 4977}, 5680}, b~81}, 3382} and 783} of the County Board have prescribed various duties, responsibilities, operating procedures for the. Emergency Medical Services Committee, and WHEREAS, Resolution ~~7~83} made the Emergency Services Committee a subcommittee of the Public Protection Committee, and ' WHEREAS, experience has shown that the function of the Emergency Medical Services can be more efficiently performed independently and not as an adjunct of the Public - Protection Committee, and WHEREAS, many of the matters handled and presented at the Public Protection i Committee are not necessarily germane to the function of the Emergency Medical Services Subcommittee, NOW THEREFORE BE IT RESOLVED, by the St. Croix County Board of Supervisors, meeting in regular session, that the Emergency Medical Services Committee shall be designated as a full fledged committee in its own right and not subordinate to the.:Public Protection Committee, and shall be constituted as follows: 1 hospital administrator, 1 emergency room nurse, 1 civil defense representative, 1 law enforcement representative, 1 ambulance representative, 1 public health nurse, 1 fire department member, 2 county board members, consisting of one board member from the Health Committee and one member at large, BE IT FURTHER RESOLVED, that each of the above enumerated members shall be appointed by the Chairman of County Board, and ' BE IT FURTHER RESOLVED, that the responsibilities and duties of the Emergency Medical Services Committee shall be: 1. Develop and coordinate a county-wide plan for Emergency Medical Services and act as the resource agency under state and regional plans for Emergency Medical Services. 2. Take responsibility for the evaluation of the comprehensive system for delivery  of services, determination of needs, evaluation of the effectiveness of the use of resources, and establishing priorities to meet needs. 3. Advise the St. Croix County Board of Supervisors of needs for improved Emergency Medical Services, of the status of existing programs designated to meet those needs, and to recommend new programs and services as needed. r v Review pertinent data and p~~ojects to help in the county Tannin rocess ' P g P in- dicating the need for legislation, and mace available to the St. Croix Coun ty Board of Supervisors through the EMS Committee and other committee when appropriate) the information and research relating to the effects of ro osed _ P P legislation. 5. ,Act as a mechanism through which the ~.roices of the general ublic can be P heard an any and all issues relating to the provision and functianin of emer enc g g y medical care in their community. 6. Maintain liaison through its county health plannin committee to' g a. exchange data and information. b. avoid duplication of EMS planning and program efforts. c. assure integration of EMS services into a larger health care delivery system. BE IT FURTHER RES4LUED, that the Emergency Medical Service s shall meet monthly to discharge its responsibilities, and at all other times upon the call of the Chairman.
