R E S O L U T I O N
S TA'~E NURSING HOME FORM LA .
WHEREAS, St. Croix County has been providing services for
difficult, emotionally-disturbed esidents since 1897, and
WHEREAS, St. Croix County has followed Sta a mandates to change
from County hospital status to nu sing home status
in 1974, and
WHEREAS, St. Croix County followed State m ndates to replace
1897 building beds with a new facility in 1982, and
WHEREAS, this replacement raised the cost ~f care by $6.30
~ per patient day, which played a 1 rge part in the
State's new placement of St. Croi Health Center as
a high cost hgme in a low cast re ion, and
WHEREAS, St. Croix Health Center cares fo the. most difficult
type of nursing home resident wit few private pay
patients, and
WHEREAS, the nursing home formula in the State of Wisconsin
has discriminated against County- perated homes in favor of for--profit homes, and
WHEREAS, St. Croix County must levy $200,0 4 on the property
tax payers to operate for 1985, d spite virtually
granting no raise to union staff n 195.
NOW, THEREFORE, BE IT RESOLVED by the St. ~roix County Unified Services Board and~St. Croix County Board of Supervisors that the
Department of Health and Social Services a d Governor'of the State
of Wisconsin develop a nursing Name formula that adequately
reflects the special type of care given by the County nursing
homes and reimburse$ for cost of this needed care.
