RESOLUTION IN SUPPORT OF THE "HOLD HARML SS" PROVISION
FOR 19$5 TITLE III C~1 ALLOCA ION
RESOLUTION 4~~84}
WHEREAS, St, Croix County receives an allocati n of funds for its elderly
nutrition program, and
WHEREAS, said fundings are allocated on the ba is of Census data on
poverty levels in the age 60 and older population, a d
WHEREAS, St. Croix County, mainly through its, ouncil on Aging and its
staff members, has worked diligently to raise the in omes of its elderly
residents, and
WHEREAS, because of its efforts to raise incom s of its elderly, St,
Croix County may receive a lower allocation of fundi g due to a reduction in
the population of poverty level elderly in St. Croix County, and
WHEREAS, for the calendar year of 1883 St. Croix County received $87,82
in such funding, and
- WHEREAS, the State of Wisconsin Department of Health and Social Services
decided for calendar year 1q8~ to "Hold Harmless" th allocation of funds to
counties for their elderly nutrition programs, primarily because the Department
was unable to obtain specific county related Census data on elderly poverty
- levels before the 198 county allocation was distributed, and
WHEREAS, without a continuation of the "Hold Harmless" provisions in
such funding, St. Croix~County would receive approximately $7$,000 for Galen-- -
dar year 1985, which 15 a reduction of more than 10 percent from previous
year's fundings.
NOW THEREFORE BE IT RESOLVED by the St. Croix C unty Baard of Supervisors,
meeting in regular session, that the County Board strongly recommends to the
State of Wisconsin Department of Health and Social Se vices that the "Hold
Harmless" provisions for the allocation of funds to counties for the elderly
nutrition program be continued for the calendar year ~q85 and following, and
BE IT FURTHER RESOLVED that to eliminate the "Hold Harmless" provisions
would seriously lessen the incentive for any county t raise income levels
for its elderly, and
BE IT FURTHER RESOLVED that certified copies of this resolution be
immediately sent to the secretary of the Department o Health and Social
Services, Governor Earl, State Senator Harsdorf, Asse blyman Shoemaker,
- Assemblyman Berndt and Assemblyman Paulson,
