Resolution No. 27 (2013) RESOLUTION APPROVING ALTERATION OF SUPERVISORY DISTRICT BOUNDARIES RESULTING FROM ANNEXATIONS TO THE CITY OF NEW RICHMOND 1 WHEREAS, in 2011 the St. Croix County Board of Supervisors adopted a 10-year supervisory 2 district plan creating county supervisory districts, municipal aldermanic districts and election wards 3 following the 2010 Census; and 4 5 WHEREAS, Wisconsin Statutes § 59.10(3)(c) allows a county board, in its discretion, to alter the 6 boundaries of supervisory districts based on annexations which occur after the adoption of the 10-year 7 supervisory district plan, as long as the number of supervisory districts is not changed; and 8 9 WHEREAS, on June 10, 2013 the City of New Richmond completed annexations of parcels 10 described as follows: 11 12 1. City of New Richmond Ordinance 4450 consisting of approximately 4.67 acres annexed by the City 13 of New Richmond is part of County Supervisor District 14 consisting of Ward 2 of the Town of 14 Richmond. It is appropriate to move the annexed parcel into County Supervisor District 13 (Ward 15 12). The population of the annexed parcel is two (2) residents per the petition dated April 25, 2013. 16 17 2. City of New Richmond Ordinance #451 consisting of approximately .94 acres annexed by the City of 18 New Richmond is part of County Supervisor District 12 consisting of Ward 6 in the Town of Star 19 Prairie and does not cross a County Supervisor district line but is designated as part of Ward 1 in the 20 City of New Richmond. 21 22 3. City of New Richmond Ordinance 4452 consisting of approximately 11.33 acres annexed by the City 23 of New Richmond is part of County Supervisor District 11 consisting of Ward 5 in the Town of Star 24 Prairie. It is appropriate to move the annexed parcel into County Supervisor District 12 (Ward 1). 25 The population of the annexed parcel is zero (0) residents which maintains the original numbers of 26 the affected districts. 27 28 4. City of New Richmond Ordinance 4453 consisting of approximately 3.95 acres annexed by the City 29 of New Richmond is part of County Supervisory District 14 consisting of Ward 2 of the Town of 30 Richmond. It is appropriate to move the annexed parcel into County Supervisor District 13 (Ward 31 11). The population of the annexed parcel is zero (0) residents which maintains the original numbers 32 of the affected districts; and 33 34 WHEREAS, maps of the annexed parcels, along with copies of the annexation ordinances, have 35 been filed with the St. Croix County Clerk and are attached; and 36 37 WHEREAS, this resolution does not change the number of supervisory districts. 38 39 NOW, THEREFORE BE IT RESOLVED by the St. Croix County Board of Supervisors that the 40 supervisory district boundaries are hereby altered as described above; 41 42 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to forward all 43 notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for the purpose of 44 advising that office of said supervisory district boundary changes. The following described territory presently located in the Town of Richmond is hereby annexed to the City of New Richmond. (a) Upon recommendation to the City Council of the City of New Richmond the territory described above, annexed to the City of New Richmond by this ordinance is designated as (R-2) Single Family Residential - Small. Section 4. Ward Designation. The territory described in Section 1 of this ordinance is hereby designated as part of Ward 12, Aldermanic District 6, of the City of New Richmond. Section 5. Severability. If any provision of this ordinance is invalid or unconstitutional, or if the application of this ordinance to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the other provisions or applications of this ordinance which can be given effect without the invalid or unconstitutional provision or application. Section 6. Effective Date. This ordinance shall take effect upon passage and publication as provided by law.
