I am guessing that it is staghorn sumac, which is a native tree species. It is often referred to as a "pioneer" species because it is one of the first trees to establish in a disturbed area. It grows fast, dies after 15-20 years, and makes way for more desirable climax vegetation like oaks, pines, basswoods, and maples. Although it can get bushy, it is beneficial for controlling erosion, providing wildlife habitat, and slowing the encroachment of invasive species such as buckthorn. To answer your questions, the "shore area" you refer to is the area within 35 feet of the ordinary high water mark of the lake. Within this area, you are allowed to clear 30% or 30' for every 100' of shoreline. The clearing cannot be contiguous (that is, you cannot clear a 60' swath if you own 200' of shoreline, but rather two pockets of 30' each). Within the remaining 70% of the shore area, you may do selective thinning provided you leave sufficient native tree cover to control erosion and screen all structures on your property from the lake. Since staghorn sumac is a native species, you cannot clear more than this without applying for a special exception permit and submitting a vegetation cutting and replacement plan pursuant to Section 17.28(4}(a}-(c) of the St. Croix County Zoning Ordinance. The cost to apply for a special exception permit is $1000 and the timeline is ~ two months (the process entails a public hearing with the County Board of Adjustment). I live on Pine Lake in Baldwin, and want to clear the poison sumac from my property. I actually asked about this a couple years ago, but never got around to doing it -and want to make sure the rules haven't changed. (the area I want to clear of sumac is approx. 20 feet from the water, and the entire length of my property 265 feet) If I only clear the sumac, and leave all other vegetation (trees, shrubs, etc.) do I need a permit to do over 30 feet? (since I'm not really "clearing", just removing a nasty weed that has overgrown my property on the edge) If I do need a permit, where do I go to get it -and how long does it take to have it approved?
