Owner Responsibilities: • Comm 83.52 Responsibilities. The owner of a POWTS shall be responsible for ensuring that the operation and maintenance of the POWTS occurs in accordance with this chapter and the approved management plan under s. Comm 83.54(1). • Comm 83.52(2) A POWTS that is not maintained in accordance with the approved management plan or as required under s. Comm 83.54(4) shall be considered a human health hazard. • Comm 83.55 The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s) utilized in the POWTS. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope,. landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of .the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site. 'This investigation revealed that the soils were only good for an A+0 mound system through an interpretive determination as designated by the Wisconsin Department Of Commerce's Administrative Code, COMM 85. Methodology: Backhoe pits were provided for three borings, 1 through 3, with interpretations of the sites suitability being conducted by using soil redoximorphic features, soil texture, soil structure, soil color pursuant to the guidelines under Chapter COMM 85 of the Wisconsin Administrative Code and using the USDA-NRCS soil descriptive system. During this field investigation the landscapes morphological features, vegetation, and hydrology was determined for the purpose of this Interpretive Determination as defined in COMM 85.60(2) of the Wisconsin Administrative Code. Upon completion of the collection of the field data, which included the accurate measurement of the site featured locations; site plans, the system design and this interpretive report have been developed for review. The intent is to demonstrate that a minimum of 6 inches of unsaturated soil exists on this site and the influencing factors on this site would allow the compliant installation for the purpose of a mound system serving a residential use on this property as allowed under COMM 85.30(2)(b) of the Wisconsin Administrative Code. Local Hydrology: The local hydrology of this site is influenced by the average of 30 inches of precipitation received, the soil properties, and localized geomorphology. The seasonal issues such as frozen ground and warm temperatures also influence the site. During the winter months when the ground is frozen, there would be an accumulation of snow with any melting action running off the site on the surface of the ground. Spring rains would produce additional surface runoff until the ground has thawed. Upon thawing, the permeability of the soils would be moderately slow due to the silty soil textures, and the location of the site, with it's limited upslope watershed runoff, would be minimal. Summer temperatures and plant growth would provide removal of soil moisture through evaporation and evapotranspiration. Local Geomorphology, Soil Disturbance, and Local Topography The geologic interpretation of this area directly related to the glacial geology of the Eastern St. Croix Moraine, a ground moraine that was formed by the accumulation beneath the glacier and resulted in a composition of stony, reddish-brown glacial drift. Post-glacial windblown silts formed loess deposits that overlays this till. Below is the Cambrian bedrock Prairie Du Chien formation, a dolitimized limestone formation. Soil forming activities have resulted in what is known as the Northern Till Uplands soils resulting in dazk silty soils. The site is hay field planted to alfalfa one yeaz ago It's position on the landscape is at the top of an upland hill, being divided by a driveway on it's upslope side. This hillside has a 3 percent slopes and was probably formed as the advancing ice scoured the landscape, retreated, depositing the till material, forming the rounded knobs of the hillside. ,~ RECEIVED MAY 2 7 Zt~C+~~ Soil Series and Mapping Units SAFET1f & BLDGS DIV. The St. Croix County Soil Survey has mapped this area as VaB or Vlasaty silt loam, which consists of moderately well drained soils on ground moraines. These soils formed in silty sediment and in the underlying clay loam till. The subsoil is saturated with water for long periods of the yeaz. Redoximorphic features are absent in the upper 8 to 9 inches of the soil profile, indicating swell-oxidized condition and free of soil saturation. The redox features increase in intensity and frequency with depth suggesting longer periods of saturation the deeper you go. Also represented in the soil borings were plant roots at depths of 26" and the presence of worms at a depth of 12". Data - The soils evaluation report and system design have been included with this report, - A copy of the USDA Soil Survey map that provides the soil-mapping unit described above. - A USGS Topographic Map, revealing the geomorphology of the site. - POWT site plan, representing the best location and layout of the system that best treats and distributes the systems dischazge water. Government Reports The state of Wisconsin Department Of Commerce has not completed a site investigation of this site as procedures have been changed by this agency. Upon receipt of this plan this investigation wilt be conducted. Additional Information Unique to the site During the evaluation there was the observation of biological activity in the form of worm burrows and roots. Worm activity was recognized at a depth of 12 inches in boring 1 and at a depth of 11 inches in boring two. Root activity was observed at 26 inches on boring 1,16 inches on boring 2, and 15 inches on boring 3. It is recognized that these biological activities are normally not apparent in zones that are saturated. Recommendations The recommendation for the site would be for the site to be chisel plowed to a depth of at least 12 inches so as to breakup the soil interface and reorient the platy structure in a more vertical position so as to aid infiltration. From the upside slope of the system area, 30 inches of ASTM C-33 sand lift should be placed on the plowed area. This provides the 36 inches of necessary vertical sepazation to provide the necessary treatment of pathogenic organisms. The recommended mound design uses a lineaz loading rate of 4.0 gpd/ft and an in-site soil application rate of .0.2gpd/fl .This will be accomplished by designing the absorption area to be long and narrow and extended the down slope toe area to a 5:1 dimension, effectively increasing the basal azea and eliminating the chances of toe seepage. Additionally, the slope on the upper toe edge of the mound will be constructed so as to be a slope with a 3:1 side slope at each end and a 6:1 side slope for the I dimension at a point I./2 so as to help divert surface water from the upper slope. Finally the design requires that a water diversion ditch be installed above the mound so as to divert surface waters from the upslope area This should be installed with a 5:1 slope, a width of eleven feet, and oriented so that it traverses the contour slightly, draining the run off water north and down slope of the mound area. Conclusions I believe that this site will accommodate the proposed private onsite waste water system for the following reasons: The described soils in this location differ somewhat to the mapped description, which represents in its description a more gleyed subsoil with 10yr6/3 light brownish gray color. This possibly suggests dryer conditions in this area. The soil series description also does represents seasonal high water tables from 3 to 5 feet and I feel a more accurate representation would be 8 to 9 inches as evident by the redox colors at that depth. Similarities between the described series and my findings represent an increased contrast and abundance of the redox colors in the subsoil the deeper you go in the profiles, suggesting increased saturation for longer periods at greater depths. - The biological activity in the soil as represented by the roots and Earth Worm presence, suggest that the soil has not been saturated in the most recent history of the soils. These activities cannot survive in saturated conditions. - A design with a long and narrow system representing a Iinear loading rate of 4.0 gallons per day per foot and an in-site soil application rate of .0.2gpd/ft~t. This configuration represents the best distribution of the wastewater, spreading it over a longer area. With the increased height of the mound, there is the assurance that there will be 3 feet of filtration between the bottom of the system and the zone of saturation. Also built into the plan is the increased dimension of the upslope of the mound, providing a 6:1 slope at the L/2 location, and the addition of a drainage ditch above the mound. These last two additional features will minimize surface runoff onto the mound area from higher elevations behind the system. The total design assures that the requirements of Comm. 83.41 of the Wisconsin Administrative Code are being met so as to properly filter the wastewater and to assure that there is no surface discharge, with discharge going below grade. - The mound septic design and management plan provides proper treatment of wastewater and expected system longevity. Accordingly, the plan submittal addresses the methods and design for treatment and dispersal of the wastewater below the surface as addressed by the code requirements. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site.
